The Food Security and Livelihoods Officer will play a critical role in the implementation of a planned food security and agriculture intervention. The Field Officer will be responsible for the day-to-day implementation, coordination, and monitoring of project activities at the community level. The officer will work closely with local stakeholders, farmer groups, and other partners to ensure timely and quality delivery of project outputs.

Program Implementation and Technical Support

  • Coordinate the planning and implementation of food security and agricultural activities, including input distribution (seeds, fertilizers, pesticides, tools) and cash transfer.
  • Provide ongoing technical assistance and training sessions, workshops and awareness campaigns to farmers to improve agricultural practices, productivity, and resilience.
  • Ensure timely and efficient distribution of inputs and cash assistance, in line with organizational guidelines and donor requirements.


Stakeholder Engagement and Coordination

  • Mobilize and engage local communities, farmer groups, and stakeholders.
  • Liaise with local government authorities to obtain necessary project approvals and foster collaboration.
  • Represent the organization in local coordination forums related to agriculture, food security, and rural livelihoods.
  • Facilitate effective communication and coordination with community leaders, and farmer representatives/groups.


Monitoring, Evaluation, and Reporting
In collaboration with the MEAL,

  • Support the execution of needs assessments, baseline surveys, and monitoring of activities.
  • Collect and analyze field data to assess project outcomes and inform program improvements.
  • Conduct field visits and monitor agricultural interventions, and distribution of agricultural inputs.
  • Prepare regular reports and updates on beneficiaries information, project progress, challenges, and successes.


Compliance and Accountability

  • Ensure adherence to internal policies, donor guidelines, and national regulations.
  • Promote transparency and accountability in all interactions with beneficiaries and stakeholders.
  • Ensure that complaints and feedback mechanisms are in place and functioning.
  • Ensure gender and inclusion considerations are integrated into project activities.

Education:

A university degree in Agriculture, Agronomy, Food Security, Environmental Sciences, or a related field.

Experience:

  • Minimum 2–3 years of experience in field-based implementation of agriculture or food security projects.
  • Strong understanding of local agricultural practices and community dynamics.
  • Experience working with NGOs or development agencies preferred.
  • Experience in community mobilization, training facilitation, and beneficiary engagement.


Additional Information

  • Contract period: Six-month contract, renewable based on performance and availability of funding.
  • Salary: According to NCA's salary scale.
  • Duty station: Hama.
