2. General Description:
The Protection & Referral Junior Officer will support the implementation of protection mainstreaming, referrals, and inclusion activities across projects in Aleppo, Idlib & Azaz. The position focuses on ensuring timely and effective referrals for vulnerable individuals, promoting inclusive practices in all services, and building the capacity of field staff through trainings on protection topics including GBV, PSEAH, and protection mainstreaming. The role contributes to safeguarding mechanisms, the development of referral pathways, and coordination with internal and external actors.
Protection Mainstreaming & Inclusion:
- Ensure protection principles (safety, dignity, non-discrimination, and access) are integrated into all PIN project activities.
- Support inclusion of marginalized and vulnerable groups including persons with disabilities, women, children, and the elderly.
- Conduct protection risk assessments and contribute to mitigation plans.
- Monitor service delivery to ensure it is protection-sensitive and inclusive.
Referral Mechanisms:
- Support the development and regular update of referral pathways in coordination with relevant service providers in Syria.
- Facilitate prompt and confidential referrals of protection cases to relevant service providers, in accordance with PIN’s referral mechanism and survivor-centered principles.
- Document, track, and follow up on referrals in coordination with the Protection senior Officer.
- Train community focal points and staff on safe identification and referral of individuals with protection concerns.
Capacity Building and Trainings:
- Organize and deliver trainings to PIN staff, volunteers, and partners on protection topics including:
• Protection Principles and Mainstreaming
• Gender-Based Violence (GBV) Basics and Safe Referrals
• Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)
• Child Safeguarding and Inclusion
- Contribute to the development of training materials, manuals, and awareness-raising tools.
Coordination & Reporting:
- Liaise with protection actors, service providers in assigned area, and coordination bodies to maintain strong referral networks.
- Participate in protection sub-national working groups or cluster meetings as delegated.
- Provide regular updates, data, and input to reports and protection monitoring systems.
- Contribute to reporting, assessments, and proposals as requested.
Other Duties:
- Support the mainstreaming of safeguarding policies and complaint mechanisms.
- Ensure accountability to affected populations is integrated into PIN field work.
- Perform other duties as assigned by the Education & Protection Manager.
- University degree in Social Work, Psychology, Law, Education, Literature or related field.
- Minimum 3 years of relevant experience in protection, referrals ,child protection, GBV.
- Strong understanding of protection principles, referral mechanisms, and humanitarian standards.
- Proven Experience in delivering training sessions or facilitating community-based activities.
- Solid understanding of PSEAH, GBV, child safeguarding, and inclusive programming approaches.
- Excellent communication, interpersonal, and problem-solving skills.
- Fluency in Arabic with a strong proficiency in English, including excellent written and verbal communication skills.
- Ability to travel to field sites and work in a multicultural environment.
