Location: Damascus-SyriaReports to: Head of Operations

Contract Type: Full-time

Overview:

The Operations Expert plays a strategic and technical leadership role in ensuring the effective and compliant delivery of logistics and supply chain functions in Syria.

The incumbent will be responsible for procurement, fleet, inventory, partner logistics, and facility management in Syria, while also exploring procurement opportunities and managing supply chains from Turkey into Syria for the goods and equipment not available inside Syria. The role ensures that all operations activities align with WHH’s standards, donor requirements.

1. Procurement Management

  • Lead and coordinate procurement processes in Syria.
  • Ensure all procurement activities are transparent, cost-effective, and aligned with donor and organizational policies.
  • Develop and maintain procurement plans with program teams and ensure alignment with project timelines.
  • Negotiate and manage vendor contracts; monitor supplier performance.
  • Oversee procurement documentation, including tender dossiers, evaluation reports, award decisions, purchase orders, and contracts.
  • Review and support procurement plans from Heads of Projects (HoPs), ensuring compliance and timely execution.
  • Build and maintain a supplier database.

3. Fleet Management

  • Oversee fleet operations to ensure safe and efficient use of vehicles.
  • Monitor maintenance, repairs, and fuel consumption.
  • Implement fleet management software (e.g., FleetWave).
  • Promote cost-efficiency and sustainable travel practices.
  • Submit annual vehicle-related environmental impact data (e.g., carbon footprint).

4. Partner Logistics Management

  • Support local partners in developing and implementing compliant procurement and logistics practices.
  • Participate in tenders as an observer to ensure compliance.
  • Review procurement documentation and provide capacity-building support.
  • Conduct logistics and fleet spot checks at partner level.
  • Conduct assessments of potential partners during the partner selection process.
  • Identify gaps in partners' procurement, fleet management, warehousing, and asset management systems; develop and implement targeted capacity-building plans to address these gaps and enhance partner performance.

5. Inventory and Asset Management

  • Collaborate with Logistics Manager (Gaziantep based) to track asset allocation and perform annual physical verifications.
  • Manage Logistics officers’ to ensure asset management is done in accordance with WHH and donor regulations.
  • Ensure asset records are updated and losses or damages are properly reported and investigated.

6. Warehouse Oversight

  • Monitor warehouse operations inside Syria, ensuring proper documentation and safe storage conditions.
  • Supervise inventory management, dispatch procedures, and record-keeping.

7. Facility and Office Management

  • Oversee administrative and facility-related functions for WHH Syria office and guesthouses.
  • Ensure timely payment and maintenance of utility services.
  • Coordinate with IT and Admin for office functionality and repairs.

8. Administrative and Guesthouse Support

  • Oversee logistical support for expat staff in Damascus (e.g., transportation, translation, maintenance).
  • Manage coordination with cleaning staff, utility services, and local vendors.
  • Support arrangements for expat needs such as mobile data top-ups, cash exchange, and transport.

9. Team Management

  • Supervise procurement, logistics, and supply chain staff.
  • Provide coaching, performance evaluation, and training.
  • Foster an environment of continuous learning and improvement.

10. Coordination and Communication

  • Facilitate regular coordination meetings with project teams and supply chain staff.
  • Maintain effective communication with HoPs, partners, suppliers, and relevant stakeholders.

Education

  • Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or related field. A Master's degree is an asset.

Experience

  • Minimum 3–5 years of relevant experience in logistics/procurement, preferably in the humanitarian or development sector.
  • Proven experience of conducting high value procurements through National tenders and market assessments modality.
  • Proven experience of partners management, their capacity building, reviewing and monitoring their procurement and logistics functions ensuring that policies and procedures are followed, and risks are mitigated.

Skills

  • Strong understanding of Syria’s operational environment.
  • Strong knowledge of operational challenges inside Syria.
  • Excellent experience of partners management, identifying gaps and capacity building
  • Expertise in procurement regulations, contract management, and supply planning.
  • Strong team leadership and capacity-building skills.
  • Excellent organizational, analytical, and communication skills.
  • Proficiency in Microsoft Office; knowledge of logistics/procurement systems preferred.

Languages

  • Fluent in English and Arabic.
