Oxfam in Syria is looking for Senior Logistics & Supply Chain OFFICER

What we are looking for:

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

DEPARTMENT & TEAM PURPOSE:

To act with poor people as a force for change in addressing the causes of poverty, suffering and injustice and alleviating their symptoms.

Responsible for implementing and maintaining Oxfam and donor logistics and procurement procedures and effective logistics management support to partners.

JOB PURPOSE:

To secure a perfect procurement process in the country office according to Oxfam policies and procedures mainly for high level of thresholds and address the properly related reports.

Answer the received procurement requests in the best manner within the appropriate timeline according to Oxfam regulation.

Maintain good relationships with suppliers and other stakeholders by following Oxfam values.

People management and development

  • Periodically input in the review and revision of Procurement Job description and role profile.
  • Manage, develop, and monitor team under your supervision and individual objectives and work plans.
  • Analyse the learning and development needs of self and others under your supervision.
  • Manage the process of Procurement induction and training of newly recruited staff.

Reporting

  • Ensure visibility of the Procurement function and activities, by collating and disseminating Procurement reports.
  • Use tools/systems, including KPIs, to review and analyse the supply chain and processes periodically to identify key risk and improvement areas.
  • Feed into the process of institutional donor reporting in coordination with Supply & Logistics Manager.

Partnership

  • Lead on the assessment and monitoring of Procurement capacity in partner organisations operating within your area of responsibility.
  • Coordinate activities and resources with implementing partners in order to achieve common objectives.
  • With input from country management implement learning interventions for partners.

Project supply planning & review

In collaboration with the project manager and support of country logistics management, design an appropriate supply structure, in line with Oxfam standards and procedures:

  • Throughout the project cycle, and with support from the country logistics team provide information for the (re-)planning of supply activities, including in the early stages of new programmes and donor proposals.
  • Implement and review periodically a procurement plan for each project, and ensure its effective and efficient use for all the procurements related to the project.
  • Periodically review the effectiveness and quality of the Procurement process; informing the country logistics management as required

Procurement

  • With relevant procurement staff, plan, organize and coordinate all procurement activities, in line with Oxfam standards and procedures and donor requirements, including but not limited to establishing a supplier data base and framework agreements.
  • Provide advice & information to other departments on the commercial requirements of international trade
  • Work closely with programme and technical coordinators, Team Leaders and others in order to maintain a broad knowledge of the varieties of Oxfam's standard equipment, keeping abreast of developments and changes in technical specification.
  • Oversee tender committees and maintain applying procedures and documenting full supporting document including book of conditions, advertising the bid, received offers, evaluation process, results, awarding letters, rejection letters, to maintain and ensure transparency of tender process.
  • Ensure contracts signed from Oxfam for any service or supplies are reviewed and checked from Oxfam legal advisor to ensure compatibility with local laws and to ensure compliance with Oxfam regulation.
  • Highlight and report any fraud suspicious in the tender process or supply at all levels
  • Pro-actively manage vendors and the in-country vendor database specifically through HELIOS system.
  • Liaise regularly with finance on supplier's issues (terms and conditions of payments, quality, reconciliation of data between finance system and supply system).
  • Compliance to donor terms and conditions for procurement.
  • Plan, organize and co-ordinate all procurement activities, in line with Oxfam standards and procedures and donor requirements, including but not limited to establishing a supplier data base and framework agreements.

Warehousing and Transportation:

Support in ensuring timely movement of the goods to/from warehouse by:

  • Contribute to a high level of coordination with suppliers, shipping agents, warehouse management, related authorities and Oxfam representatives
  • Support in ensuring receipt of goods is in good order as described on the purchase order & requisition ensuring relevant technical advice for receiving goods of specific technical nature when necessary
  • Contribute to a regular stock reconciliation and Channel of any discrepancy to the line manager.

In addition:

  • University Degree in relevant field/significant relevant years of experience at this level with International Agencies or NGO’s.
  • Minimum 4 to 5 years of experience in a similar function in addition to knowledge in purchasing, market assessment, and transaction coordination.
  • Competency in use of relevant technology systems (MS Office suite skills). Financial management ability and value for money achievement are essential
  • Solid and sound data management and reporting skills.
  • Diplomacy, tact, negotiating skills, and good communication knowledge with stakeholders. with minimum 3 years of experience in this domain.
  • Very good comment in both spoken and written Arabic and English.
  • Good leadership and team manage skills with minimum 2 years of experience in this domain.

Fluency in Arabic and English (written and verbal).

Desirable:

  • Team-working skills.
  • Flexibility under pressure and in response to changing needs.
  • Attention to detail and excellent numeracy.
  • Ability to keep clear and concise records.
