the quality medical program activities for the Syria mission. He/she ensures the relevance and quality delivery of all medical activities, and practices, with a particular focus on health data analysis. He/she is the technical supervisor for the medical team (MdM or implementing partners) within the mission.

As Medical Coordinator, he/she takes part in the country strategy elaboration for the medical sector led by the General Coordinator (along with the Desk Officer, HQ Medical and Mental Health (MH), and protection advisors/referents and Deputy General Coordinator)

Working relations

• Hierarchical link: General Coordinator

• Functional link: HQ Health advisor

• Team under his/her direct supervision: Health Activity Managers (HAM) and PHCC Officers (technical/functional supervision), and any medical staff directly attached to the coordination team. The respective scope of each of these positions is clearly defined so that operational, facility-level management sits with the HAMs and PHCC Officers, freeing the Medical Coordinator to focus on strategy, technical standards and mission-wide oversight.

 

1.     Ensure quality implementation and monitoring of Health programs in line with health strategy

· Lead, and contribute to the development of the mission’s medical operational strategy in line with MdM’s global strategy and Syria country strategy, with the inclusion of Syria national health policy, evolving gaps and identified needs

· Lead technically the health program teams and participate in medical needs assessments to ensure relevance of interventions, identify gaps, avoid overlapping and ensure quality results-based assessments

· Design, develop, update and review training manuals and tools, standard operating procedures (SoP’s) supervision tools in line with national or international guidelines and MdM standards

· Monitor the implementation of the medical programs on timeliness, quality and ensure compliance with the objectives set in MdM Strategy and project proposals

· Consistently review the performance indicators defined in coordination with the MEAL team, troubleshoot challenges encountered in project implementation; and propose solutions and adjustments or improvements in coordination with relevant focal points

· Collaborate and have oversight on the availability of collection, recording and analysis of data, including the verification sources, and reporting system internally ( at base level by health activity managers) and within the clusters.

· Develop, implement and supervise data collection processes, evaluation and reporting systems; and lead the compilation of the analysis of the health data on a regular basis and set up corrective measures in case of need.

· Collaborate with MEAL to extract lessons learned and best practices and lead the adaptation for its application

· Elaborate a comprehensive health service mapping, with the support of the medical and MHPSS program teams. Support in ensuring the integration of the different existing and planned sectorial components of the HEALTH program (MHPSS, GBV, SRHR and community activities, etc);

· Review the internal reports from the program teams for the health component, including relevant program indicators, activities implemented, trainings given, assessments undertaken in the field and provide guidance, support, leadership to the teams.

· Ensure that , health protocols, national health policy and assistance programs from key players in the healthcare sector (WHO, UNICEF, UNFPA, UNAIDS, etc.) for the country are implemented and analyzed in coordination with the HQ Health Advisor and mission coordination team

· Ensure epidemiological surveillance is done at mission level and data collected contributes to national surveillance

· Attend different national coordination meetings (cluster and Working groups) as an active contributor

· Contribute to annual reflection and strategic development workshops

· Contribute to the development and updating of the mission’s reference documents (project of reference) in close collaboration with HQ thematic advisors.

2. Contribute to the development of new projects, proposals and internal/ external reporting

· Remain informed and engaged on contextual developments which have a direct link to access for health services and elaborate, plan and execute exploratory missions and needs assessments in close coordination with DGC, FC and medical teams

· Guide and train teams participating in needs assessments and ensure the availability of tools for the needs assessment

· Contribute to the technical aspects of proposals for the development of new integrated health activities, including narrative, budget, and pharmaceutical requirements

· Ensure comprehensive participation in the preparation of project reporting,

· Engage, develop, support and participate actively in grant kick off meetings, lessons learnt, project reviews/ closeouts and assessment meetings

· Ensure timely quality submission of program Sitreps, including data analysis; which is analyzed in relation to epidemiological data, indicators, and results of the mission’s health programs

 

3. Strategic technical leadership and oversight of the mission's medical program

· Given the technical scope of the mission's health program, establish clearly defined roles and responsibilities between the Medical Coordinator, the Health Activity Managers (HAM) and the PHCC Officers; this distinction is what allows the Medical Coordinator to focus on strategic leadership, technical oversight and a genuine mission-wide structuring role, rather than being absorbed by day-to-day operational tasks, which fall under the direct responsibility of the HAMs and PHCC Officers at facility/area level

· Keep abreast of the relevant international and national guidelines on medical needs and ensure that these are shared and complied by the teams especially considering the complex contextual developments

· Ensures team members have up to date job descriptions and discuss aspirations and areas of interests aligning with the departmental development, mission and global strategy

· Participate actively in the recruitment (interviews, tests, etc.), coaching, mentoring, supporting and leading medical staff

· Mentor, supervise and guide technical medical staff, including setting objectives, in coordination with the line managers in the field and for application for evaluation with participate in performance reviews and apply performance improvement plans if required

· Identify training needs, topics for medical staff and support the developments including workshops

· Maintain an up-to-date matrix of responsibility clearly distinguishing the Medical Coordinator's strategic/technical role from the operational responsibilities of the HAMs and PHCC Officers; hold regular team meetings, ensure the proper flow of information, and reinforce team dynamics and collaboration

· Support MEAL and medical team in producing summarized data infographics or equivalent for internal and external use (IEC)

· Provide mission-wide technical oversight of medical activities, including periodic project and site visits to monitor quality of care, while ensuring that the HAMs and PHCC Officers retain ownership of day-to-day, facility-level supervision; contribute to the training plan for partners and stakeholders

· Provide technical supervision on the operation of medical activities, including project and site visits, monitoring the quality of care; and contributing to the training plan for partners and stakeholders

· Contribute to reviewing, analyzing and adapting implementation and monitoring methods for medical activities on projects run by the mission.

· Ensure through health activity managers that orders for medical equipment, medicines and consumables are appropriate to program requirements and local constraints (country certification and license requirements, health monitoring, etc.) and according to MoH guidelines and MdM policies.

· Communicate internal and external reports to the General Coordinator, deputy general coordinator and medical referent at HQ in line with internal approved time schedules (situation report) and external contractual deadlines (project reports).

4.Ensure management of stock and logistic chain for medical procurement

· Ensure through health activity managers that medical activities have needed equipment, materials, and drugs to function, contingency planning for fluid context impacting health services should be considered

· Support the medical procurement process in terms of needs assessment and quality check

· · Set the quality and storage standards for pharmacy management (consumption, orders and inventory), executed day-to-day by the HAM/PHCC Officer in cooperation with the logistic team

· Conduct periodic assessment of pharmaceutical suppliers in collaboration with the Logistics Department, ensuring quality products according to MdM and international standards/requirements (GMP, MoH license, etc)

5. Ensure logistical and administrative monitoring of health and program(s)

· Contribute to analyzing bids made by suppliers for purchases with stringent technical specifications;

· Support health (medical and MHPSS) managers in providing all the information needed to produce a cash flow forecast for health programs on a monthly basis, in close collaboration with Field Coordinator; · Ensure up-to-date budget monitoring for the health department on a monthly basis and participate in analyzing, identifying any discrepancies, and proposing adjustments to the Admin Coordinator.

6. Represent MDM to key players in the healthcare sector

· Represent MdM to NGOs, UN agencies, local and national government bodies, donors and other relevant parties in the field and share information with the coordination team;

· Represent MdM in the health cluster at national level, ensuring active participation and timely reporting; and representation by health activity managers at governorate level.

· Ensure that other Clusters and coordination platforms (e.g. MH TWG; Protection Cluster; CP AOR) are well represented by technical members of the health team;

· In the event of a visit by a donor, play an active role in preparing and managing the visit.

7. Ensure the safety of property and people

· Ensure that the health teams have access to safety equipment appropriate to their activities (e.g. PEP kits, gloves, etc.).

· Ensure the availability of medical hibernation boxes and first aid kits and in offices and guest houses;

· Develop and ensure implementation of health policies in case of pandemic (HQ staff health department to support).

· Participate, as necessary, in managing medical evacuations in coordination with the General Coordinator

Education

· Medical Doctor (MD), or an advanced degree in Public Health, Nursing, Midwifery or a related health discipline, is equired.

· An additional qualification in public health, epidemiology, or humanitarian health program management is an asset.

Experience

· Minimum 5 years' experience in medical coordination, health program management, or a senior technical health advisory role, including at least 3 years in humanitarian or conflict-affected settings.

· Demonstrated experience leading multi-site health programs at strategic level, with a proven ability to delegate operational and facility-level management to HAMs and PHCC Officers while retaining technical and strategic ownership.

· Solid experience in proposal development, donor reporting, and representation with health clusters, Ministry of Health and UN agencies.

· Previous experience with Médecins du Monde (MdM) and/or prior field experience in Syria is a strong asset.

Skills & competencies

· Strong strategic and analytical thinking, with the ability to translate health data into program decisions.

· Proven leadership, mentoring and capacity-building skills with multicultural, multidisciplinary teams.

· Excellent coordination and representation skills with external stakeholders (donors, clusters, MoH, UN agencies).

· Ability to work under pressure, in insecure and fast-changing contexts, with sound judgment, diplomacy and adaptability.

Languages

· Fluent English required (spoken and written); working knowledge of Arabic is a strong asset.
