JOB SUMMARY:

Assignment Purpose: The purpose of this consultancy is to provide technical engineering support-electrical engineering,

field monitoring, and quality assurance to the International Medical Corps (IMC) program in Damascus-rural Damascus

Homs-Daraa Governorates, with a

specific focus on:

 Supervising electrical works and solar system works for targeted Primary Health Care Centers (PHCCs).

 Monitoring the installation and commissioning of solar power systems for the facilities.

 Ensuring compliance with IMC technical standards, safety requirements, and donor specifications.

 Providing timely reporting.

 The Consultant Engineer will serve as IMC’s on-the-ground technical representative, ensuring the smooth

implementation of construction, electrical and solar works, and related activities under IMC’s health support program

in addition to preparing BOQs and technical specifications book for the related electrical work in PHCCs.


 

The electrical engineer will be responsible for the following tasks:

 Draft, review, and update Bills of Quantities (BoQs) and Books of Conditions/Specifications (BoCs) for WASH and

electrical components and solar systems in health facilities

 Technical Supervision and Monitoring: Conduct regular site visits to oversee the electrical work in PHCCs and

solar installation works, ensuring full compliance

 with approved BoQs, drawings, technical specifications, national standards, and IMC/donor requirements.

 Verification of Contractor Performance: Monitor contractor activities, verify workmanship and material

delivery, identify deviations, recommend corrective actions, and certify executed quantities through signed

measurement sheets.

 Documentation and Reporting: Prepare structured daily/weekly progress reports with photos, maintain field

documentation, and submit final verification and as-built reports for completed works.

 Communication and Coordination: Liaise closely with IMC technical teams and contractors, participate in

coordination meetings, and escalate risks, delays, or access issues in a timely manner


 

 Bachelor’s degree in electrical engineering, with 3 to 5 years of relevant experience or humanitarian infrastructure

experience.

 Proven experience in solar energy system installation/verification and prior work with NGOs, UN agencies, or

donor-funded projects (preferred).

 Strong knowledge of electrical systems, and solar PV installations, with the ability to interpret drawings, BoQs, and

technical specifications.

 Skilled in preparing accurate progress reports, verifying executed quantities, and ensuring compliance with

engineering and safety standards.

 Strong analytical, problem-solving, communication, and coordination skills with high attention to detail.

 Ability to work independently in remote areas, with strong documentation and reporting capabilities.

 Possession of a personal mobile phone and commitment to IMC’s values, safety protocols, and ethical standards
