The MEAL Officer will be responsible for planning and implementing monitoring, evaluation, accountability, and learning activities in Homs governorate. The role involves close collaboration with project teams, local authorities, and communities to ensure systematic data collection, analysis, and use to improve project performance and inform decision-making.

Key Responsibilities:

·        Develop MEAL plans for the project, including indicator tracking tables, data collection tools, and reporting schedules.

·        Support the design and implementation of baseline, endline, and post-implementation assessments.

·        Collect and analyze data related to livelihoods, CfW, WASH, and infrastructure activities.

·        Monitor project indicators against targets as defined in the logframe and MEAL plan.

·        Ensure integration of community accountability mechanisms, including the operation and follow-up of the Complaint and Feedback Mechanism (CFM).

·        Train field staff and enumerators on data collection methods and quality assurance standards.

·        Conduct field-level data quality checks and verification (e.g., spot checks, cross-validation).

·        Contribute to regular donor and internal reports with quantitative and qualitative analysis.

·        Facilitate internal reflection and learning sessions to inform adaptive management.

·        Support the identification and mitigation of risks related to protection, gender, and access.

·        Coordinate with other MEAL staff within the organization to ensure methodological consistency and learning exchange.

·        University degree in statistics, sociology, development studies, project management, or relevant discipline.

·        Minimum 3 years of MEAL experience in humanitarian or development settings.

·        Strong knowledge of indicator tracking and both quantitative and qualitative data collection tools.

·        Practical experience with data collection platforms (e.g., Kobo Toolbox, ODK, Excel).

·        Proficiency in data analysis and visualization tools (e.g., Excel, Power BI, SPSS is a plus).

·        Familiarity with Core Humanitarian Standards (CHS), Sphere Standards, and Do No Harm principles.

·        Excellent reporting and analytical writing skills based on evidence.

·        Strong interpersonal and coordination skills with multi-disciplinary teams.

·        Fluency in Arabic; English proficiency is an asset.

·        Preference given to candidates residing in Homs or nearby areas.
