Under the authority of the HAS Supervisor (HASS) the HAS Officer Ensure the continuous monitoring of the contextual and security situation to secure access for humanitarian activities. Enhance HI's access strategy by engaging in negotiations with relevant stakeholders to expand the scope of intervention. Assume a pivotal role in the implementation of security risk management.
 

1.     Responsibility 1: Context Monitoring

·       Daily monitoring of local media, confirmation with local sources, and daily reporting on key updates related to the area context.  Summarized translation of key information when relevant.

·       Regular monitoring the overall political, military, economic, social and humanitarian context in the area.

·       Alerting HI’s security managers (HASS and Area Manager) without delay of all security incidents or threats that could have an impact on personnel’s security and/or HI’s affairs.

·       Advise HI’s security managers (HASS, HASM and Area Manager) during crisis management and resolution of security incidents.

·       Provision of a summarized security / context briefing in weekly / monthly team meetings upon request.

·       Contribute to the weekly / monthly report.

·       Active participation in internal strategic workshops and planning meetings, with inputs on the population needs, gaps, presence of other actors, and other contextual factors.

·       Under the supervision of the line manager, development of contacts with local stakeholders on a regional level (civil society, civil and military authorities, local NGOs, local authorities, etc) in order to obtain all the information and agreements necessary for the acceptance of HI’s programs in the local context.

 

2.     Responsibility 2: Security Management - Helps with the management of teams’ operational security.

·       Strengthens the acceptance of HI in intervention areas. Example: maintains good relations with local communities.

·       Helps draft security documents:

-        Provides risk-analysis grids produced in workshops with teams in the field;

-        Provides updates to the Security Plan, SOP, and Contingency Plan;

·       Helps implement and ensure compliance with the security procedures.

·       Prepare training materials and conduct trainings to HI staff on HI’s security procedures, on standards security SOPs, and on other relevant security topics (including the use of sat phones and GPS tracking devices, safety precautions in areas contaminated with ERWs, safe driving practices, etc.).

·       According to the HAS Supervisor’s framework, prepares and/or validates certain HI staff movements.

·       According to the HAS Supervisor’s framework, supports logistics with the management of ‘safety’ files (evaluation of HI premises, emergency kit, means of communication etc.).

·       Supporting the HAS Supervisor, produces analyses and recommendations during security incidents.

·       Monitors the reporting of security incidents and systematises ‘lessons learnt’ exercises

·       Assists with exploratory missions in new areas, mainly by carrying out security and humanitarian-access assessments.

·       Updates staff regularly on security developments (including the potential impact for HI) by ensuring that relevant events are disseminated via HI’s staff-information channels.

·       Gives security briefings for new starters (national and international) and visitors and helps with their induction.

·       Perform internal checks on the respect of security procedures and provide recommendations to the concerned managers.

·       In collaboration with the HASS, prepares and leads themed workshops and training courses for HI employees (drivers, guards, project employees etc.).

           

3.     RISK ANALYSIS

·       Contribute to the security mainstreaming by closely coordinating with all departments of the Base as necessary to resolve issues at a local level.

·       For HR, ensure that recruitment efforts are conducted in a conflict sensitive manner and pose no risk to HI activities.

·       For Finance, ensure that payments happen on time, that there are no gaps in financial management, and report any breach to NCA leadership for Logistics, ensure that procurement is conducted in a conflict sensitive manner and pose no risk to HI activities, support importation with correct approvals, and notify NCA leadership of any gaps due to delays.

 

4.     GUARD MANAGEMENT

·       Directly supervise guards in all HI bases of the perimeter, include recruitment, capacity building, performance evaluation, and dismissal. 

·       Editing the planning of the guards and manage paid leave.

·       Ensure to provide all needed equipment to guards and their facilities (torch lights, batteries, cameras).

·       Manage the pool of daily worker.

 

5.     TRACKING OPERATOR MANAGEMENT

·       Tracking all movement in the area of implementation of activities and according to the needs in the whole NCA.  
 

6.     EXTERNAL COORDINATION

·       Participation in external coordination meetings.

·       Facilitation of HI representation towards high-level local stakeholders (political leaders, military leaders, local NGO leaders, etc.) in the respect of HI’s image and principles.

·       Carrying the humanitarian advocacy/lobbying messages of HI mandate.

·       Ensure external communication documents are updated and participate to the writing, review, and translation of key documents towards external partners and authorities.

 


 

Mandatory Qualifications/Requirements

-        Education:

·       A university degree or certificate in risk management, international relations or any other discipline relevant to the position.

·       Ideally trained in humanitarian access/negotiations and humanitarian security management.

 

-        Professional Experience:

·       5 recent years’ experience in a position within security department

 

-        Professional & Personal skills required:

·       Proficiency in English (written and spoken)

·       Proven experience in context analysis and security monitoring

·       Strong understanding of risk assessment and access analysis in complex environments

·       Familiarity with security incident response and crisis management

·       Proficiency in liaison with local authorities (civil, military, tribal)

·       Skilled in developing and implementing security procedures and contingency plans

·       Experience with training staff on safety, security tools, and standard operating procedures

·       Strong ability in managing and coaching security personnel (guards)

·       Excellent command of security reporting, mapping, and information management tools

·       Solid knowledge of humanitarian principles and field operations

·       Proficient in communication tools and mapping software

·       High sense of responsibility, discretion, and confidentiality

·       Strong analytical thinking and ability to work under pressure

·       Excellent strategic planning and forward-thinking

·       Strong interpersonal and network-building skills

·       Team player with the ability to work in multicultural settings

·       Calm, composed, and solution-oriented under stress

·       Strong organizational and prioritization capabilities

·       Proactive, adaptable, and committed to professional ethics
