MEL System Design:
Lead the development and oversee the implementation of the MEL system on the filed level, ensure accountability to donors, beneficiaries and various stakeholders.
Maintain strong relationships with colleagues and provide the necessary support to ensure understanding and endorsement of the MEL system at the field level.
Ensure good coordination with the filed programme team and other departments is maintained.
Collaborate closely with field program teams to integrate MEL as a fundamental component of project implementation, thereby enhancing quality, accountability, management, and impact.
Reporting:
Document good practice examples and challenges of monitoring and accountability.
Document lessons learnt and recommendations.
Identifies and introduces innovative components, such as systems, tools, and processes, necessary for enhancing the MEL system on the field level. Oversees the management of these developments, coordinating efforts among Filed MEL team members.
Responsible for ensuring the timely production of MEL reports and meeting data requirements with high-quality information, including monthly and quarterly reports and data on total direct and indirect reach.
Regularly receive field monitoring and accountability reports from field Officers and distribute them to the Filed MEL Manager. Ensure that MEL plans and system are integrated into these reports and are consistently followed up on and reviewed.
Ensures external accountability to donors through the implementation of timely and quality MEL activities leading to timely and accurate reporting.
Staff Management, and Development:
Lead the MEL team responsible for Bahar's intervention in Damascus, fostering collaboration and unity among MEL members across various projects in Damascus.
Supervise the recruitment process for suitable MEL staff in Damascus.
Ensure the effective operation of the MEL system, provide the necessary support and resources to the team, and establishing clear communication channels between filed MEL and other departments.
Provide assistance to the MEL team, offering managerial oversight and troubleshooting in case of obstacles.
Establish clear expectations, offer guidance, and provide technical assistance as necessary to enable MEL staff to fulfill their responsibilities effectively.
Evaluate and manage the performance of direct reports within the MEL unit through performance assessments, coaching, mentoring, and facilitating training and development opportunities.
Develop and administer a comprehensive MEL training program at the field level, aiming to enhance the capacity and understanding of MEL among all staff
A degree in social development, computer science, data management, engineering, statistics/research methods, or equivalent.
Proficiency in MS Office Applications (Word, Excel…).
Must be able to maintain the highest level of confidentiality regarding work-related information and data.
At least three years of work experience in MEL.
Experience in a similar job title or equivalent of not less than one year.
Experience in data collection, analysis and data management.
Excellent computer knowledge with command of MS Excel, MS Word, and Power-Bi.
