RESPONSIBILITIES AND TASKS DESCRIPTION
Under the management of the HR Manager, the HR Officer fosters a positive workplace culture, resolves employee concerns, and drives engagement and retention initiatives. They manage HR risks, mediate conflicts, The role ensures compliance with policies, audits, donor requirements, and legal frameworks while overseeing HR cycles, personnel administration, and skills development.
Mission 1 : Management
Employee Engagement and Support
· Fosters trust and open communication with staff and partners, ensuring a positive workplace culture.
· Resolves employee concern proactively with creative, timely solutions.
Supports the implementation of staff engagement, motivation, and retention initiatives.
Mission 2: Risk Management and Conflict Resolution
· Supports the identification of HR risks and follows up on mitigation actions.
· Assists in addressing workplace concerns and supports conflict resolution processes.
· Provides administrative and coordination support to managers on employee relations matters.
Mission 3: Policy Implementation and Accountability
· Ensures compliance with HI policies and frameworks in the country, adapting them to align with the local context and operational needs.
· Ensure audits are conducted in compliance with organizational standards and oversees proper archiving procedures in adherence to best practices.
· Supports compliance with donor regulations and requirements.
Mission 4: Operational HR Implementation
4.1 Programme Resource Management:
· Prepares HR reports and adheres to global HR deadlines.
· Supports implementation of HR processes including recruitment, onboarding, performance management, and exit procedures.
· Ensures archiving processes meet compliance and quality standards, with a focus on continuous improvement.
4.2 Personnel Administration Quality:
· Conducts staff briefings on administrative matters and employment conditions.

4.3 Managerial Support:
· Communicates HI policies and frameworks to managers, providing clear explanations and addressing queries.
· Monitors and ensures managers apply HR policies consistently and effectively.
Mission 5: Manages training and skills-development actions
· Coordinates training activities, schedules, and communications.
· Supports managers with skills-development and performance-management processes, especially during annual reviews.
· Tracks decisions on skills development from annual reviews and interviews.
· Supports coordination with external training providers.
· Oversees enrollment logistics for training courses, including travel and accommodation.
· Handles feedback collection and statistical reporting.
Mission 6: Contributes to the quality of personnel administration for HI staff present in his/her geographical area.
· Rolls out personnel administration policies, processes and tools in his/her geographical area.
· Produces documents and applies regulatory procedures concerning personnel administration.
· Ensures that personnel files are archived in compliance with HI’s rules.
Mission 7: Legal and social aspects:
· Monitors adherence to the HR legal framework, ensuring compliance with relevant regulations.
· Organizes or facilitates the dissemination of mandatory notices and information to staff effectively.
· Acts as HI's representative with staff representative bodies, under delegated authority from the HR line Manager.
Mission 8: Emergency preparedness and response
· Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.
IT Administration Support aspects: acting as WoS focal point for IT support:
· Request for account creation for new staff
· Manage multifunction authentication in coordination with ICT supervisor
· Manage account expiring soon, making sure all accounts aligned with contracts periods
· Lock/delete leavers accounts
Expatriates` Visas:
· Follow up with expats to receive the visa application form
· Submit visa requests to MoH and MoFA
· Update the Syrian visa tracker and make sure all expats visas are valid
· Follow up with MoH and MoFA to receive the visas on time
· Escort the expats to immigration office to issue the visa
· Provide guidance and information regarding visa process
Manage visa extension for international staff
Payroll & Benefits Administration:
· Prepared and reviewed payroll for staff and daily workers, ensuring accuracy and timely processing.
· Coordinated with finance and payroll teams to resolve discrepancies.
· Managed employee benefits enrolment and updates.
Recruitment & Onboarding (National and International):
· Managed end-to-end recruitment, ensuring a smooth hiring process.
· Developed and implemented effective onboarding plans for new employees.
· Conducted HR training sessions on policies, procedures, and administrative processes.
· Maintained and updated documentation.
· Ensured proper offboarding procedures for departing employees.
Coordination with Legal Partners:
· Act as focal point coordination with legal firms
· Track legal firm tasks
· Document legal firm legal advice and make sure all maintained online
· Support HI HR team:
· Support recruitment activities across Syria programme locations, as necessary.
· Provide HR support and cover operational gaps across different areas as needed.
· Assist staff and managers with HI People-related processes and inquiries.
· Admin Tasks
· • Prepare reconciliation for staff expenses/travel allowances.
· • Prepare per deim for expatriate staff on monthly basis.
· • Create PLs for staff expenses in LINK software.
· • Manage Guest House booking, tracking etc.

Education and Experience
- Bachelor’s degree, preferably, in human resources, Business Administration, IT, Law or a related field.
- Minimum 2-3 years of experience in Human Resources, including recruitment, personnel administration, employee relations, and HR compliance.
- Experience supporting visa and residency processes for expatriate staff and coordinating with legal service providers.
- Previous experience in humanitarian, INGO is an asset.
- Good knowledge of labor law, HR policies, and HR best practices.
- Strong organizational, communication, and recruitment skills.
- Proficiency in Microsoft Office applications and HR Information Systems (HRIS).
- Strong reporting and data management skills.
- Fluency in English and Arabic, both written and spoken
