General Post Description
The ERMD Officer is responsible for the field-level implementation of activities under the Economic Recovery and Market Development (ERMD) program under the supervision of the ERMD Team Leader. This includes direct engagement with communities, beneficiaries, and local stakeholders to support market-based livelihoods initiatives.
The position contributes to quality assurance by maintaining documentation, supporting risk analysis, and collecting learning from implementation in close coordination with the ERMD Team Leader. It also involves coordination with Local Councils, field stakeholders, internal support departments, and continuous improvement of program quality.
General Responsibility:
The ERMD Officer ensures the effective and timely implementation of assigned activities across all relevant sectors and supports planning, monitors progress, engages directly with beneficiaries and communities, and ensures proper documentation and coordination with relevant departments. In addition, S/he will supervise ERMD Assistants, assigning tasks, providing technical guidance, and supporting their daily field operations to ensure consistency with program quality standards and timelines.
Key Responsibilities:
1. Implementation and Field Engagement
Conduct field visits to monitor activities and collect feedback from beneficiaries and stakeholders.
Supervise ERMD Assistants in daily implementation, providing clear assignments and field-level support.
Ensure that Assistants understand activity objectives, tools, and quality expectations.
In-depth knowledge of project, its objectives, targets and relevant activities
Takes steps needed for activity delivery and ensures the filed team has the needed knowledge to carry out the implantation.
Organize and facilitate field-level events and beneficiary engagement activities such as awareness sessions, networking days, or community consultations in line with the project plan.
Contribute in identifying risks and providing early input to risk analysis discussions.
Deliver or support the delivery of training sessions to beneficiaries on relevant topics such as business development or life skills, using participatory and context-appropriate methods.
Maintain regular contact with beneficiaries, conduct follow-up visits, and provide coaching and support as needed.
2. Data and Documentation
Ensure timely and accurate data entry, archiving, and proper documentation of field activities (attendance sheets, distribution records, feedback logs, etc.).
Maintain and update beneficiary databases as required.
Support the MEAL and program teams with learning inputs and documentation of field observations and improvements.
Apply program tools and templates consistently and contribute to updating SOPs and documentation standards.
3. Finance and Procurement Support
Prepare internal and external purchase requests for field-level needs in coordination with the relevant department.
Follow up on procurement processes, ensuring that field-level items are received on time and according to specifications.
Participate in the development and use of BoQs for activities, especially in relation to inputs or services needed for implementation.
Submit and follow up on weekly money requests and ensure all relevant documentation is completed and archived properly.
4. Coordination and Reporting
Attend team meetings, contribute to weekly planning, and share field updates with the Team Leader.
Prepare weekly schedules and assign implementation responsibilities to Assistants under the supervision of the Team Leader.
Provide on-the-job coaching and mentorship to Assistants to support their professional growth.
Report complaints, security developments, and implementation challenges in a timely manner.
Contribute to the preparation of weekly and monthly activity reports.
Participate in coordination with local stakeholders and cluster actors as assigned and ensure MoUs and protocols are understood and followed.
5. Other Tasks
Support capacity-building activities for team members and beneficiaries and contribute to technical guidance when appropriate.
Participate in regular review meetings and contribute to lessons learned and good practice documentation.
Adhere to PIN Code of Conduct, policies, and security procedures.
Ensure activities comply with PIN’s standards and donor requirements.
Fulfill other duties as requested by the line manager in line with program needs.
Education
At a minimum Bachelor's Degree
At minimum 2 years of professional experience in livelihoods, economic recovery, or early recovery programming.
Field experience in community engagement, training, or market-based interventions.
Experience working with NGOs with a solid understanding of humanitarian principles and international standards for humanitarian work.
Hold a ToT is a strong asset
Strong computer program skills (Microsoft Office including Word, Excel, and Outlook) is required.
Good organization and interpersonal skills with the ability to easily establish and maintain key relationships with relevant units and stakeholders.
Good communication skills, able to engage with team members, beneficiaries and other stakeholders in friendly and respectful manner.
Able to motivate, provide guidance and encouragement, and receive feedback.
Organised, with attention to detail.
Understanding of NGO approach and values.
Able to plan, adhere to deadlines, organisation capacities
