
Job Summary
The Finance Officer will be responsible for managing all financial aspects of a newly awarded project, ensuring full compliance with donor regulations, organizational policies, and local requirements. The role focuses on financial operations, documentation, budgeting support, cash and Hawala management, and coordination with program and logistics teams
Manage all financial transactions related to the project, ensuring accuracy and compliance.
• Ensure donor compliance with rules, cost principles, and documentation standards.
• Review and verify coding before posting in system.
• Maintain complete, well organized, and clearly labeled project financial files.
• Prepare financial documentation for internal and external audits.
• Support budget development for the project, including revisions and pipeline updates.
• Monitor project spending against budget and flag variances to the Finance Manager and Program Manager.
• Assist program teams in understanding allowable costs and spending plans.
• Manage Hawala processes for the project, from request to initiation.
• Coordinate with logistics, vendors, Hawala offices, and Finance.
• Prepare Purchase Invoices and submit for review.
• Ensure all payment requests are complete, compliant, and properly supported.
• Maintain communication with vendors and Hawala offices to ensure smooth transfers.
• Scan and upload finance, contracts, agreements, and project documents into system.
• Ensure all financial activities comply with organizational policies and donor regulations.
• Work closely with program, logistics, HR (non payroll), and finance teams to ensure smooth project implementation.
• Communicate financial updates, corrections, and requirements to relevant staff.
• Ensure staff understand payment procedures, templates, and documentation standards

8. Experience with U.S. government donors including compliance, cost principles, and documentation requirements.
9. Experience supporting budget development, revisions, and financial inputs for donor proposals.
Education / Experience Needed
Bachelor’s degree in Finance/Accounting and 3–5 years of relevant NGO experience
Language
Arabic and English are required.
