Acted PSEAH Policy:

The FSL Project Assistant has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). FSL Senior Project Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. FSL Senior Project Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

JOB PURPOSE

The MSMC Community Based Protection (CBP) Assistant supports the Community Based Protection Officer in the implementation of community mobilization activities in mobile response. This includes but is not limited to the development/implementation/follow-up of a Communication with Communities (CwC) scheme and the establishment/support to self-governance structures. The CBP Assistant will liaien and support the emergency committee meeting, coordinate with other actors and work on awareness session in the informal settlement, planning for event in Ils and CCs, work on focus group discussion and, support community mobilizer officer in his/her duties.

The MSMC CBP Assistant also provides support in the supervision of MSMC outreach workers in the implementation of the CwC/Self-governance activities.

If the need arises, management may ask the employee to support another camp or site (mobile) or another department from time to time.

OBJECTIVES

  • Support the Community Based protection Officer in the development/implementation/follow-up of an effective Communication with Communities (CwC)Emergency, Services and Protection committees.
  • Support the Community Based protection Officer in establishment/support provision to self-governance structures in the Ils.
  • Support in the management of the MSMC ILs ;
  • Support in the reporting of the CwC/Self-governance activities.
  • Support in follow the health cases in coordination with health partners and the death incidents in the sites.
  • Support in establishing the fire safety points, identifying the fire fighters, follow up the firefighting trainings and refilling the fire extinguishers.
  • Support the CBPO in the support for other MSMC units .
  • Support the CBPO in implementing initiatives and recreational and awareness activities in the sites.
  • Responsibility of CBP warehouse (physical inventory) and the monthly report.
  • Support for monitoring all protection-related matters (i.e. identify services and gaps) in the camp and refer to CBPO copying CBP officer for follow-up with the relevant partner.
  • Contribute to mainstream protection standards across all intervening partners’ programming and among the committee and MSMC Units
  • Support for the identification, follow-up and referral of all cases at-risk and/or in need of protection services
  • Support all camp residents and particularly women and girls to feel comfortable and safe to raise their concerns;
  • Support and develop effective referral pathways in the camp with the support of your CBPO
  • Report on all protection activities conducted to the CBPO
  • Recommend follow-up actions to enhance meaningful engagements with communities especially women and youth.
  • Support the CBPO in the refilling of fire extinguishers process.
  • Prepare truckers for refilling the fire extinguishers and fire incidents in the camp.
  • Support the CBPO in the awareness campaign.
  • Support the MSMC units when needed

7**- Supporting and Implementing Community Initiatives**

  • Supporting the identification, design, and implementation of community initiatives in camps, informal settlements, and areas of return, in response to the needs and priorities identified by local communities.
    • Coordinating with community committees, local authorities, and stakeholders to ensure the effective implementation of initiatives and promote community participation.
      • Monitoring the implementation of field activities related to community initiatives and ensuring adherence to approved work plans and standards.
      • Contributing to strengthening social cohesion and community inclusion through community-led initiatives.
      • Documenting the activities and outcomes of community initiatives and preparing relevant periodic reports.

  • Of training(s) completed with site governance structures;
  • Of community-lead events held in consultation with the population;

  • Of women, youth, elderly and PWDs represented in governance structure and participating in FGDs and sensitization sessions
  • Of Incentive labour attendance sheets duly filed
  • Of trainings conducted with Incentive labour
  • Of monthly tracker for health cases
  • Of monthly tracker for camp incidents and refilling the fire extinguishers.

QUALIFICATIONS

Required:

  • Female candidates only
  • Graduate of a university or institute
  • At least one year of Community-Based Protection or field protection sides in community cohesion Community Mobilizer, community mobilization Community Engagement , capacity building, and working in camps and emergency environments .
  • To be a resident of Raqqa Governorate during the project period
  • Basic level of English.
  • Does not resident in informal settlement or Camps

Preferred Qualifications

  • At least 6 month experience in conducting awareness sessions, focus group discussions, community meetings, protection activities, initiatives, community events, and managing safety audit assessment sessions
  • At least 3 months of managerial experience, including leading/supervising staff, report writing, and meeting facilitation.
  • Universite or Institute degree Major in Social Work, Psychology, Sociology, Law, Education, Humanities, Public Administration ,College of Arts and Humanities
  • Experience working in informal settlement or camps and emergency situations
  • Proficiency in Microsoft Office applications (MS).
  • Basics , Good or Above good in English is an asset.
