The Research, Evidence, and Learning (REL) Coordinator leads the design andimplementation of the organization's REL Strategy, ensuring alignment with strategic priorities and global frameworks. This role drives evidence-based decision-making by producing high-quality research, evaluations, and learning products that address evidence gaps, measure the achievements and effectiveness of our work,and ultimately enhance programmatic impact. The REL coordinator will be responsible for Both programmatic and advocacy research in close collaboration withhead of Policyand advocacy to design, implement and generate evidence for advocacy purpose. The REL Coordinator facilitates the development of the office’s REL Agenda, collaborating with internal teams, global stakeholders, donors, and external partners to design and implement a robust agenda, securing necessary funding and fostering strategic partnerships. The position will also leadthe integration of a learning culture within the Syria Country Office (SCO) and work closely with other staffto ensure that learning is seen as the responsibility of everyone and is integrated withinthe work of all departments and teams.

 

Accountable for managing research, evaluations, and assessments, the REL Coordinator oversees all aspects of the process, including design, procurement, ethics compliance, and dissemination. They ensure that REL products adhere to organizational standards, meet donor requirements, andare integrated intobroader organizational learning. The role alsoincludes co- chairing the REL Committee, maintaining trackers, and supporting information management systems to enhance accountability and transparency.

 

Capacity building is a keyfocus, with the REL Coordinator responsible for assessing and improving the ability of SCO staffand partners to conduct quality research and evaluations. This involvesorganizing training sessions, developing resources, and fostering a culture of continuous learning. Additionally, the REL Coordinator supports the integration of feedback mechanisms and data-driven insights into REL processes, contributing to the organization’s  accountability and responsiveness to affected populations.

KEY AREAS OF ACCOUNTABILITY:

 

  1. Research Evidence and LearningStrategy
    • Responsible for the achievement of and reporting on SCO's Country Strategy Plan Enabling Objectives (EOs) related to REL.
    • Support the Head of MEAL and Research in creating strategies to develop, adjust, and implement enabling objectives related to REL.
    • Support relevant SCO staff in achieving Strategic Goals through the production, dissemination, and usage of timely, quality REL products.

 

2.  Research Evidence and Learning Agenda


 

  • Accountable for the collaborative design and implementation of the SCO's REL Agenda, that willfill evidence gaps and enhancelearning, while ensuring alignment with SCO's strategic priorities and SCI'sGlobal REL Agenda.
  • Responsible for working with Advocacy team,Technical Advisors withinthe SCO, field teams, SCIGlobal Teams, SCI MemberOffices, and otherI/NGOs and research partners on designingresearch and assessment proposals that will action the REL Agenda and drive forward qualityevidence generation.
  • Responsible for working withthe New Business Development (NBD) team, SCI Member Offices, and potential donors on securing necessary funding for research and assessment proposals for Advocacy use and programmatic purpose.

 

  1. Research, Evaluation, and Assessment Management
    • Accountable for tasks related to implementing internal and external project abd Advocacy research and assessments, fromprocurement to report finalisation, including abiding by SCI's policies and procedures on ethics, in consultation with technical staff and field offices.
    • Accountable for tasks related to implementing internal and external evaluations, and TPMs, forall active projects, from design and procurement to report finalisation, in consultation with technical staff and field offices.
    • Support the Headof MEAL andResearch in strategically selecting projects for evaluation and/orThird-Party Monitoring during proposal development, and in line with SCO's MEAL Framework.
    • Responsible for the dissemination of all RELproducts to identified audiences, organising events, creatingrelevant action plans and entering them into the SCO Learning Log.
    • Responsible forthe SCO's RELbudget, including making timely payments to consultants in line with finance procedures.

 

  1. Organisational Learning
    • Accountable for establishing an engaging forum for reflection, learning, and evidence sharing within the organisation, including by organising regular program level learning events, aimingto improve programdesign per-sector through the integration of recommendations from research, evaluations, and assessments.
    • Responsible for conducting regular analysis and systematic reviews of key evaluations and research pieces, and producing evidence briefs based on these studies.
    • Responsiblefor fostering a culture of continuous learning within all program teams, with the support of the Senior MEAL and Research Manager, advocating for the integration of findings from SCOs REL products into both adaptive projects based learning, and wider programmatic design and strategic development, that is driven by the Country Strategy Plan.

 

  1. Research, Evidence, andLearning Committee
    • Accountable for co-chairing the SCO's REL Committee, in collaboration with the Head of Policy, Advocacy, and Communications, implementing the Committee's agreed ToR and managing its documents.
    • Accountable for implementing SCO's REL Standard Operating Procedure and actively  working to buildon and improve the procedure in line withSCI's global policies, the Core

Humanitarian Standards and humanitarian principles, and industry best practice.


 

  • Accountable for maintaining SCO's REL trackers, ensuring that all REL products are recorded in line with donor requirements, tracked according to agreed workplans, and communicated to thewider MEAL teamand SCO staff.

 

  1. Partnerships and relationships
    • Support thePartnerships Manager in designing SCO's Partnership Strategy, ensuring a coherentand quality approach to REL conducted through partners is integrated.
    • Accountable for assessing the work of currentand potential external partners through product scoring, and maintaining a list of trusted quality partners.
    • Accountable for conducting regular capacity building for implementing partners on how toconduct quality assessments and evaluations, covering all stages of the process from design, through implementation, to report writing and integration of learning.
    • Accountable for building strong external relationships with key consultancies and research partners who regularly work with SCO on all REL products, and collaboratively engage in capacity building assessments, planning, and training.

 

  1. InternalCapacity
    • Accountable for assessing the capacity of SCO staff on the design and implementation of REL products, including on research methodologies, sampling methodologies, tool design, quantitative and qualitative data collection and analysis, ethical research, and other topics, with support fromSCIs Global Teams.
    • Responsible, in collaboration withthe Head of MEALand Research, for developing a new strategy for enhancing the internal capacity of SCO staffto design and implement REL products.
    • Accountable for planning and running capacity building initiatives, and funding them adequately through a mixture of donorand internal funds, with support from SCIs Global Teams, andin collaboration withthe SCO HR team.
  2. Information Management
    • Support the IM Manager in designing, developing, and improving the SCO's Learning Log, andany other information management systems related to the effective functioning of REL.

 

  1. Accountability
    • Support the Accountability Coordinator in designing, developing and improving the SCO's Feedback and Response Mechanism (FRM), andcollaboratively utilising data from the FRM within wider REL processes.

 

  1. Integration of Values
    • Contribute towards the integration of MEAL within SCI, as a core component of the programs, Advocacy and operations teams.
    • Contribute to safe MEAL and SCI activities, ensuring compliance with policies on child safeguarding, PSEA, anti-harassment and bullying, health and safety, security, equal opportunities, and non-discrimination.
    • Contribute to age, gender, and disability sensitivity, and child-focused programme implementation, promoting these methodologies across MEAL and SCI activities.
    • Contribute to anapproach of applied learning and adaptation basedon evidence across MEAL and SCI activities.


 

  • Contribute to people centred MEAL and SCI activities, that ensure that we respond to the needs of affected populations, maintain contextual relevance, act in an ethical manner, and Do No Harm.
  • Contribute to accountable and participatory MEAL and SCI activities, ensuring that accountabilityand participation areintegral elements of all aspects of SCI's approach to MEAL in SCO.
  • Contribute to dataprotection and security by design as a coreapproach to MEAL,IM, and SCI activities, ensuring that key international and local legislation, SCI policies, and industry best-practices are followed.

Required

  • Bachelor's degree in political science, economics, social studies, or a similar relevant subject; with modules on statistical analysis.
  • Post-graduate research degree in any subject or a minimum of 5 years' experience in designing and managing research studies, project evaluations, or assessments within large populations.
  • Comprehensive knowledge and skills in quantitative and qualitative research methodologies, including multiple sampling strategies.
  • Advanced knowledge and skills in statistical analysis, including usage of statistical applications such as SPSS, STATA or other relevant applications.
  • Excellent oral skills in both Englishand Arabic.


 

  • Excellent report writing skills in both English and Arabic, including copy editing.
  • Ability to communicate findings from advanced analysis to general audiences.
  • Strong facilitation and presentation skills.
  • Excellent interpersonal and communication skills.

Desirable:

  • 2-3 years'experience working in monitoring and evaluation, accountability, and learning (MEAL) in eitherhumanitarian or development contexts.
  • Direct experience in conducting research, evaluations, and assessments in humanitarian settings.
  • Ability to work independently, with minimumsupervision.
  • Strong problemsolving and critical thinking skills.
  • Ability to communicate orally in Kurdish.
