Overall Role:
Under the direct supervision of the Operations Expert, the Operations Officer – Payment Verification is primarily responsible for verifying payments and supporting procurement and logistics activities as assigned. The role ensures compliance with WHH policies and procedures while contributing to effective and timely operations support.
1. Payment Verification (Primary Role):
Verify that all payment requests are complete and compliant with WHH procedures.
Cross-check supporting documentation including quotations, contracts, delivery notes, and invoices before submission to finance.
Ensure that all supplier payments are processed in a timely and accurate manner.
Maintain accurate and up-to-date payment tracking and filing systems.
Liaise with finance and procurement units to resolve discrepancies or incomplete documentation.
Support the SPR (Supply Purchase Request) tracker with payment-related updates and ensure data accuracy.
2. Procurement Support:
Assist in implementing local procurements in accordance with WHH procedures and donor regulations.
Support the identification and vetting of suppliers and maintain an updated Approved Supplier List (ASL).
Assist in preparing requests for quotations (RFQs), analyzing bids, and documenting procurement decisions.
Ensure proper documentation and archiving of procurement files.
Monitor procurement timelines and coordinate with project staff on commodity and service needs.
Attend market assessments and contribute to procurement planning.
3. Logistics & Asset Management:
Support logistics functions including warehouse management, fleet coordination, and inventory control.
Assist in asset tagging, assignment, and tracking in accordance with asset management policies.
Support the preparation of Goods Received Notes (GRNs), waybills, and distribution documentation.
Assist in the organization of physical inventory counts and reconciliation processes.
Provide logistical support for meetings, workshops, travel arrangements, and visitor logistics.
4. Administrative and Coordination Duties:
Maintain proper filing and record-keeping for audit and operational purposes.
Support the preparation of weekly, monthly, and quarterly operations reports.
Supervise and coordinate with support staff such as drivers, cleaners, and receptionists as assigned.
Attend coordination meetings and communicate operational updates to relevant departments.
Qualifications & Requirements:
Nationality: Position open to Syrian nationals only.
Education: University degree or college diploma in Business Administration, Logistics, Finance, or related field.
Experience: Minimum 3 years of relevant experience in payment verification, procurement, or logistics; experience in NGO/humanitarian context is preferred.
Skills:
Strong knowledge of procurement and logistics procedures.
Excellent organizational and documentation skills.
Strong computer skills, especially in MS Excel and Word.
Ability to work independently and meet tight deadlines.
Good interpersonal skills and ability to coordinate with cross-functional teams.
Languages: Proficiency in Arabic and English (written and spoken) is required.
