  • Monitoring implementation of Health projects in north Syria in coordinating with grant Team, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) under the supervision of technical coordinator.
  • Ensure all health projects are managed according to donor guidance, especially in relation to implementation, budget management, procurement and close out, coordinating with financial, grant, logistic managers.
  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and main strategies coordinating with financial manager.
  • Coordinate all activities including designing opening and closing projects in consultation with donor and other internal colleagues in Nutrition, protection and WASH programs.
  • Manage data collection, cleaning, validation, and analysis of health systems readiness gaps, including the harmonization with existing health systems and data systems in collaboration with M&E manager.
  • Support programming staff to incorporate participatory methods into community level M&E systems and tools.
  • Ensure that beneficiaries’ feedback is adequately documented, addressed, analyzed, and utilized by program teams.
  • Provides technical guidance in the development and dissemination of tools, protocols and interventions for Psychosocial support and maintain full readiness in crisis response.
  • Make regular field visits to health facilites, Supervise and coordinate the implementation of activities in the IDA centers, including the daily, weekly and monthly activities and collaborative activities with other sectors and actors,
  • Ensure activities run according to minimum standards and best practices and are appropriate for the context.
  • Train national staff on the job for compliance with disease treatment protocols, guidelines and national policies as relevant to the context
  • Ensure regular drug consumption report from the health facilities and inventory of the equipment provided
  • Ensure appropriate medical supplies, equipment are ordered and provided to supported health facilities
  • Collaborate with medical commodities team to Raise timely purchase request for medicine, supplies and equipment to prevent stock outs of drugs
  • Monitor and analyze data to flag possible outbreaks during the emergency phase
  • Work with partners and community members to develop appropriate prevention, surveillance and response activities
  • Collaborate and support Health Data team in order to ensure timeliness, completeness and accuracy of reports
  • Interface with national government and relevant agencies as necessary
  • Perform other task assigned by the Technical Coordinator according to needs
  • Report to the technical coordinator on regular basis.

Context/Specific skills, knowledge, and experience:

  • Managerial level of management and supervisory experience of at scale programming (including country programs) commensurate with the scale and scope of Syria programming. At minimum, at least three years of progressively more responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverable, and contract/grant management.
  • Demonstrated track record of achieving results in a development context.
  • Demonstrated track record of working in teams and fostering partnerships at a senior level. Effective partnerships with relevant institutions (cluster system).
  • Excellent oral and written communication abilities in English with an ability to effectively communicate with a wide variety of stakeholders to communicate goals and expectations to their teams, and to deliver timely and high quality oral and written analysis and reporting.
  • Demonstrated capacity to oversee monitoring, evaluation and learning, possessing a demonstrated ability to provide oversight and leadership for high quality results monitoring and assuring data quality, and for evidence based adaptive management.
  • Master level qualification in health or an equivalent area; and/or equivalent senior experience in relevant programmatic areas of health and protection and/or managing large humanitarian projects at a senior level. You should be able to demonstrate sufficient academic knowledge, learning and understanding in areas relevant to the program, the humanitarian and development sector and the political realities of the operating environment.
  • Experience working in the Syria Response and/or a strong demonstrated understanding of the country context and that of the wider Syria crisis.
  • Leadership experience managing large country programs as Country Director in the relevant humanitarian and development sectors
  • Knowledge of the context in Northwest Syria and Azzaz sub-district in particular
  • Good standing and reputation in the community
  • Experience of working with local partners;
  • Experience of conducting assessments and monitoring activities;
