The organization's Supply-Chain S.Officer is responsible for:

  • Ensure all procurement and supply chain activities are implemented effectively and transparently in accordance with the organization's and donor policies and procedures, contributing to meeting project and program needs within the specified timelines and required standards.
  • Work with program teams to pre-determine project needs and prepare annual or periodic supply plans in line with project work plans.
  • Coordinate with the Logistics Department to monitor inventory, update inventory records, and ensure the accuracy of physical inventory with electronic records.
  • This includes coordinating with relevant departments and communicating with suppliers and donors.
  • Follow up on the shipment and receipt of goods or services and ensure their compliance with the terms agreed upon with suppliers and project requirements.
  • Prepare and review procurement documents and contracts and contribute to the development and improvement of supply chain procedures to enhance efficiency and compliance and reduce operational risks.
  • Train team members or field teams on supply policies and procedures and enhance their capabilities in this area.

  • Supply Chain Management: Oversee the implementation of procurement and supply operations in accordance with approved policies and procedures to ensure that program and project needs are met with high quality and on time.
  • Organize and monitor all stages of the supply chain (planning, purchasing, transportation, warehousing, and distribution) while adhering to standards of efficiency and transparency.
  • Planning Procurement Needs: Work with program teams to identify project needs in advance and prepare annual or periodic supply plans in line with project work plans.
  • Preparing Documents and Reports: Ensuring that complete supply documents, such as purchase requisitions, quotations, purchase orders, and supplier contracts, are prepared and archived in an organized and traceable manner.
  • Dealing with Suppliers: Sourcing reliable suppliers, conducting supplier evaluations, negotiating prices and payment terms, and maintaining strong professional relationships to ensure the best value for the organization.
  • Donor Communication: Coordinate with donors to ensure compliance with their procurement and supply requirements and provide the necessary reports on supply and procurement processes.
  • Delivery Follow-up: Follow up on the shipment and receipt of goods or services and ensure they comply with the terms agreed upon with suppliers and project requirements.
  • Policy Compliance: Ensuring that all procurement operations comply with donor policies and regulations and international humanitarian standards.
  • Inventory Control: Coordinate with the Logistics Department to monitor inventory, update inventory records, and ensure the accuracy of physical inventory with electronic records.
  • Risk Management: Identify and assess risks related to the supply chain and develop contingency plans to ensure continuity of operations.
  • Audit and Audit Support: Provide the necessary documents and records upon request to support internal or external audits and ensure full preparedness for any audit.
  • Training and Development: Train team members or field teams on supply policies and procedures and enhance their capacity in this area.
  • Respect and apply all the PSEA and child protection principles and show high commitment to report any PSEA & CP action.….
  • Commitment to implementing the child safeguarding and PSEA policy by considering them when planning and designing activities as well as when receiving complaints or observing issues related to this matter and fulfill their obligation to report it directly via the assigned channels or directly to senior management. Raising awareness to their assigned staff of the child safeguarding and PSEA policy plus reporting mechanisms and how to deal with it.

Note: the above-mentioned key responsibilities / accountabilities are illustrative ones. Another future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.

Qualification (Education/Work Experience)

Essential

  • Bachelor’s degree in business administration, Supply Chain Management, Logistics, Economics, or a related field.
  • At least 5 years of experience in the field of Supply-Chain or Procurement.
  • Advance level in English and fluent in Arabic

Desirable

  • Advanced university degree in Supply-Chain or Procurement, or related fields.
  • More than 5 years of relevant experience.
  • Advanced level of both English, and Turkish.
  • High skill in arranging priorities
