
Project Management:
Develop detailed implementation, procurement, and human resource plans, along with budget
monitoring tools and performance indicators for assigned WASH projects.
Ensure that all project activities adhere to WASH sector standards and are coordinated with the
WASH Cluster, relevant working groups, and other key stakeholders.
Provide strategic and technical leadership to assigned projects, ensuring both short- and long-
term positive outcomes for beneficiaries, local authorities, and project teams.
Oversee logistical preparations for meetings and activities, ensuring effective coordination and
engagement of partners.
Strengthen coordination and communication with local clusters and stakeholders to enhance the
impact of WASH interventions and support beneficiary selection and verification when required.
Guarantee that project implementation meets high-quality standards and aligns with
organizational and donor guidelines.
Ensure timely submission of all narrative and progress reports (weekly, monthly, interim, and final)
in line with donor and internal requirements.
Ensure systematic documentation, filing, and archiving of all project-related materials.
Promote cross-team learning through regular coordination and knowledge-sharing sessions.
Monitor and evaluate project progress using quantitative and qualitative indicators, ensuring
adaptive management and timely course correction.
2. WASH Technical Support
Ensure all WASH activities and projects comply with national and international humanitarian and
technical standards.
Provide ongoing technical guidance and mentorship to WASH staff and partners to strengthen
technical capacity and quality assurance.
Design and plan WASH components and interventions for current and future projects, ensuring
alignment with organizational strategy and contextual needs.
Contribute to the development and implementation of a coherent and effective WASH strategy
for the organization.
3. Team Management
Lead recruitment, supervision, and performance management of WASH project staff in Damascus
and southern Syria, fostering a professional and motivating team environment.
Oversee staff development, coaching, and regular performance reviews in line with the
organization’s performance management framework.
Identify staff capacity gaps and coordinate appropriate training and mentoring initiatives to
strengthen technical and management competencies.
Ensure clarity in project planning, roles, and responsibilities, promoting collaboration and
accountability across the team.
4. Budgeting
Manage project budgets in close coordination with Finance and Logistics teams, ensuring
expenditure is monitored and corrective actions are taken when necessary.
Ensure procurement and financial plans are developed and implemented in line with
organizational policies and donor requirements.
Contribute to financial forecasting and ensure value-for-money principles are applied throughout
project implementation.
5. Coordination
Maintain strong, collaborative relationships with key stakeholders, including community
representatives, local authorities, government departments, NGOs, and donors.
Represent the organization in WASH coordination forums and external meetings to ensure
effective information sharing and partnership building.
Collaborate with internal departments (Finance, Logistics, HR, and MEAL) to ensure timely and
efficient operational support for project delivery.
Perform other related duties as assigned by line Manager
Required Skills and Abilities:
Minimum of 5 years of professional experience in WASH programming, preferably within the Syrian or regional
humanitarian context.
At least 5 years of experience working with NGOs, including proven experience in project management and team
supervision.
Fluency in English and Arabic, both written and spoken, is essential.
Strong technical expertise in water, sanitation, and hygiene (WASH) programming, including design,
implementation, and monitoring of interventions.
Knowledge of the health and protection sectors and their integration with WASH programming is an asset.
Demonstrated leadership, communication, and coordination skills with diverse stakeholders.
Proven proficiency in computer applications, report writing, and proposal development.
Ability to work under pressure, manage multiple priorities, and lead teams effectively.
Solid understanding of humanitarian principles, sector standards, and ethical practices.
Excellent organizational and analytical skills, with strong attention to detail and ability to prioritize tasks effectively.
Strong interpersonal, planning, facilitation, and team-building skills.
Ability to work effectively in a multicultural environment, demonstrating flexibility, respect, and professionalism.
Qualifications and Education Requirements:
Bachelor’s degree in civil engineering, Environmental Engineering, Water Resources Engineering, or a closely
related field is required.
Master’s degree in water and Sanitation, Environmental Health, Public Health, Development Studies, or
Humanitarian Affairs is strongly preferred.
Additional certification or training in Project Management, Humanitarian WASH Standards (Sphere, UNICEF,
WHO), or Monitoring and Evaluation is an asset.

effective implementation, management, and coordination of WASH projects and activities in Damascus and
southern Syria, ensuring alignment with project objectives, budgets, and donor requirements.
The role involves overseeing project design, planning, implementation, monitoring, and reporting, as well as
managing project teams and maintaining strong relationships with stakeholders at community, local authority, and
partner levels. The Senior WASH Officer will play a key role in identifying programmatic gaps, proposing technical
solutions, and supporting the development of new funding opportunities.
