Norwegian Church Aid (NCA) is a Norwegian registered non-governmental organization that
was founded in 1947 with its headquarter in Oslo, Norway. NCA, being one of the largest aid
organizations in the Nordic region, works in more than 30 countries globally with both
emergency and development programs to provide assistance to people in need.
NCA works in several sectors, including water, sanitation and hygiene (WASH), gender-based
violence prevention, livelihoods and food security, and cash assistance. As an organization,

Role and responsibilities:
Norwegian Church Aid (NCA) is seeking qualified and experienced Site Engineer to support
the implementation, supervision, and monitoring of WASH activities in Syria under a Service
Provider / Service Contract arrangement.
The Site Engineer will work closely with the WASH team, technical officers, MEAL, logistics,
and procurement teams to ensure the quality and timely implementation of project activities
and compliance with technical specifications and approved standards.
Prepare weekly work plans and Bills of Quantities (BoQs) with all required quantities
and implementation items.
• Oversee and monitor contractors’ daily activities on project sites.
• Verify quantities and quality of materials and items provided by contractors against
approved BoQs and technical specifications.
• Support the preparation and review of technical specifications and provide technical
recommendations related to required works and implementation quality.
• Report any variation in quantities, specifications, or quality of materials and
implemented works.
• Participate in tests conducted on materials and implementation works and document
test results.
• Request additional tests for materials and implementation works when needed,
following approval from the technical officer/manager.
• Conduct minor on-site tests when required.
• Support technical assessments, field monitoring visits, and on-site supervision
activities.
• Cooperate with the MEAL team during implementation and post-implementation
monitoring activities, including surveys, DDM/PDM forms, KIIs, FGDs, and related
reporting requirements.
• Maintain and update all field documentation, including site logbooks, reports, photos,
forms, meeting minutes, and technical records.
• Submit weekly reports according to NCA reporting templates and requirements.
• Immediately report any safety or security incidents observed during field missions
• Perform location tracking/check procedures during field visits and missions.
• Report complaints and feedback received from beneficiaries or stakeholders to the
designated CRM focal point on a daily basis.
• Support any additional technical or operational tasks required for the implementation
of NCA activities in Syria.
Bachelor’s degree in Civil, Electrical, or Mechanical Engineering.
• Minimum 5 years of experience in site monitoring of engineering projects.
• Minimum 1 year of experience in NGO WASH projects.
• Minimum 3 years of experience in solar system installation, operation, or
monitoring.
• Good experience in WASH infrastructure works including water networks, boreholes,
sanitation systems, solid waste management, and irrigation canals rehabilitation.
• Experience in QA/QC activities including BoQ verification, material quality control,
and technical specifications review.
• Good IT skills (MS Office, AutoCAD, PVsyst).
• Ability to apply logical and critical thinking.
• Ability to work under pressure and meet deadlines.
• Good communication skills both spoken and written.
