Program Design and Planning:

  • Develop and oversee the ERL program strategy, ensuring alignment with ONSUR’s overall objectives and donor guidelines.
  • Lead the development of proposals for Early Recovery and Livelihoods interventions, including logical frameworks, budgets, and narratives, in coordination with relevant teams.
  • Conduct needs assessments and analysis in targeted areas to identify gaps and opportunities for recovery and livelihood support, providing data-driven recommendations for interventions.

Technical Oversight:

  • Ensure that all ERL interventions adhere to international standards and best practices, including income-generating activities, vocational training, and business support.
  • Provide technical support to field teams in implementing cash-for-work programs, vocational training, small business development, and other livelihood-enhancing activities.
  • Oversee the creation and implementation of Standard Operating Procedures (SOPs) and technical guidelines, ensuring that they are adapted to the local context and followed by teams.

Project Implementation:

  • Lead the implementation of ERL activities, ensuring objectives are met within the allocated timeframe and budget.
  • Conduct regular field visits to monitor project progress, address challenges, and ensure quality delivery of services to beneficiaries.
  • Coordinate with the procurement team to ensure that materials and services are acquired in a timely manner and meet project specifications.

Monitoring, Evaluation, and Reporting:

  • Collaborate with the M&E team to develop systems for tracking program outcomes, measuring impact, and reporting results.
  • Prepare and submit detailed programmatic and financial reports to donors, ensuring they meet donor guidelines and deadlines.
  • Capture lessons learned from ERL activities and disseminate them to improve future programming and decision-making.

Proposal Development and Reporting:

  • Lead the writing and submission of proposals, ensuring alignment with donor requirements and addressing the identified needs in target communities.
  • Provide regular updates on proposal progress, including collaboration with the finance, MEAL, and supply chain teams.
  • Ensure that all reports meet ONSUR and donor deadlines and include comprehensive financial and programmatic information.

Capacity Building and Team Support:

  • Build the capacity of the ERL team through training, mentoring, and workshops on key topics such as livelihood support, small business development, and market assessments.
  • Ensure that staff have the tools and knowledge necessary to effectively implement and manage ERL activities.

Safeguarding and Compliance:

  • Ensure full compliance with ONSUR’s Code of Conduct, Safeguarding Policy, and PSEA (Prevention of Sexual Exploitation and Abuse) policies.
  • Report any safeguarding or misconduct complaints and ensure timely and appropriate follow-up actions.
  • Promote awareness and implementation of safeguarding and protection standards within the team and among beneficiaries.

Field Coordination and Representation:

  • Represent ONSUR in ERL-related coordination meetings, clusters, and forums.
  • Maintain effective relationships with local authorities, NGOs, and international agencies to ensure collaboration and complementarity of programs.
  • Coordinate with other sector teams (e.g., WASH, Protection) to ensure an integrated approach to humanitarian assistance.
  • Bachelor’s degree in International Development, Economics, Business Administration, or a related field. A higher degree (Postgraduate Diploma or Master’s) in development or humanitarian management is an asset.
  • Minimum of 3 years of progressive experience in program management or coordination within Early Recovery and Livelihoods programs in humanitarian or post-conflict settings.
  • Excellent command of both English and Arabic, with proven ability to prepare professional reports, proposals, and presentations.
  • Strong familiarity with cash-based programming, including the design and implementation of cash transfer interventions and market analysis.
  • Proven experience in market assessments and vocational training program design, ensuring alignment with local market demands and community needs.
  • Excellent coordination, planning, and time management skills, with the ability to work effectively under pressure and within multidisciplinary teams.
  • Knowledge of international humanitarian standards (such as SPHERE and Do No Harm) and a strong commitment to humanitarian principles, transparency, and accountability.
  • Proficiency in Microsoft Office Suite and familiarity with data analysis tools (e.g., Excel, Power BI, Kobo Toolbox).
