1. Support Humanitarian Service Delivery;

Key Responsibilities

Focusing on the designated geographical area of responsibility (Aleppo and Idleb), the FSAL Subnational Co-coordinator, in collaboration with other Subnational Coordinator/s, and oversight of the national coordinator/s, will:

1. Support Inclusive Humanitarian Service Delivery:

●      Help ensure equitable and inclusive service-delivery, with special attention to the needs of vulnerable and marginalized populations, by engaging all food security partners, particularly local and national NGOs, as well as UN agencies, Syrian authorities, and community representatives.

●      Facilitate access and problem-solving for operational challenges raised by sector partners.  Assist in managing sector activities including planning, reporting, documentation, and follow-up. 

●      Organize and facilitate sector meetings, trainings, workshops, and webinars.

●      If required by FSAL National Coordinators, represent the FSAL in inter-sector coordination meetings and local coordination meetings, ensuring synergies with other sectors (e.g. Nutrition, Health, WASH, and Protection), and relevant working groups (e.g. Cash Working Group, AAP Working Group, etc.).

●      Support the FSAL with administrative duties and other tasks, if required.

1. Inform Strategic Decision-Making; Plan and Implement Sector Strategies:

●      Facilitate evidence-based decision-making by supporting joint assessments, needs analyses, and the timely provision of accurate and disaggregated data on food security conditions.

●      Contribute to the development of and support the implementation of sector strategies and operational plans, including by strengthening the participation of NGOs in emergency responses to ensure strategic coverage, quality, and alignment with the overall response strategy.

●      Support the drafting of meeting minutes, sector updates, advocacy notes, contingency and preparedness plans, and technical guidance notes, working closely with national and subnational coordinator/s and, when required, liaising with the FSAL Information Management Team.

●      In collaboration with relevant technical working groups of the sector, promote and disseminate technical guidance and standards among partners to support quality programming and alignment with sector strategies.

●      Under the guidance of the FSAL National Coordinators, contribute to the preparation of inputs for food security appeals and pooled funding applications (e.g. Syria Humanitarian Funds, Humanitarian Needs and Response Plan, etc.) at the subnational level.

1. Support Monitoring, Evaluation, and Assessments:

●      Monitor key food security and livelihood trends, needs, and challenges in field locations, in particular support the monitoring of response implementation and the evaluation of sector performance

●      Monitor progress and support tracking of deliverables against the sector workplan.

●      Support follow-up on community-based coverage, service mapping, and site-level coordination.

●      Participate in specific assessments (e.g. irrigation, agricultural livelihoods such as crops, livestock, etc.) and follow up on referrals.

●      Support data collection, research, and reporting.

1. Engage in Capacity Strengthening and Technical Support:

●      Participate in and support training and/or other capacity-related support for sector partners, in close coordination and under the guidance of the National FSAL Coordinators and the sector team.

●      Help identify capacity gaps, for example through partner engagement (e.g., coordination meetings, bilateral consultations) and propose training opportunities.

●      Identify and help onboard new or emerging food security related actors (localization).

●      Promote awareness of the Food Security Sector’s mandate, coordination tools, and core functions across the NGO community in Syria, especially among national NGOs.

1. Advocacy

●      Collaborate with partners to advocate for funding, access, and policies that address the most urgent food security needs in the region, and amplify the voice of affected communities, especially those at risk of being marginalized.

●      Support the representation of the food security sector at subnational advocacy forums, including with OCHA, Area-ISCG, donors, and other stakeholders.

●      Draft and submit operational advocacy briefs, messages, and talking points based on field realities and partner inputs to national coordinators.

●      Support the development of external communication materials in line with national and global strategies; and encourage partner contributions to sector-wide visibility efforts.

1. Ensure Accountability to Affected Populations (AAP)

●      Promote accountability throughout the programme cycle by enabling inclusive participation, ensuring transparent communication, and supporting feedback and complaint mechanisms that reflect the needs and preferences of crisis-affected populations.

●      Promote AAP in conjunction with the inclusion of cross-cutting issues (e.g., protection, gender, disability inclusion, environment, early recovery, nutrition) and appropriate participatory and community-based approaches in assessments, analysis, planning, implementation and monitoring.

●      Document and disseminate good practices in AAP from NGO partners to inform collective learning and program improvement.

Working Relationships, Structure, and Reporting Lines:

●      The FSAL Sector Subnational Co-coordinator will operate in an impartial and collaborative manner, engaging all sector partners to ensure inclusive and balanced representation.

●      The FSAL Sector Subnational Co-coordinator will report administratively to the hosting NGO. For all his/her roles and responsibilities specified above, he/she will operate under the overall strategic guidance and supervision of the FSAL National Coordinators in Damascus. Working closely with Subnational Coordinators (positions seconded by WFP and FAO) based in Idlib and Aleppo, he/she will collaborate with relevant authorities, OCHA, other sector leads, and inter-sector coordination bodies active in Idleb and Aleppo governorates. The exact share of roles and responsibilities among the FSAL Subnational Co-coordinator and the other Subnational Coordinators will be laid out in Area Level Workplan, updated periodically and endorsed by FSAL National Coordinator/s.
