Capacity Building[QQ] & Support Officer (1 position)

 

Position Title: Capacity Building & Support Officer

Department: PIN Education Programme

Duty Station: Aleppo (with regular travel to field locations)

Reports to: Education Team Leader

Technical Coordination

Works closely with Child Protection Technical Staff, Project Officers, Education Junior Officers, Education Assistants, and Education TL.

People in Need (PIN) is a non-profit, non-governmental organization founded in 1992 in the Czech Republic. For over 30 years, PIN has delivered relief and development assistance in more than 40 countries worldwide. Since 2012, PIN has been operational in Syria, providing humanitarian and early recovery support to conflict-affected communities in NWS and NES. Under the Whole of Syria (WoS) structure, PIN implements integrated programs across Syria through coordinated field offices. PIN’s programs focus on Emergency Food Assistance, WASH, Education, Civic Participation and Empowerment, and Early Recovery and Livelihoods

Position Summary

The Capacity Building & Support Officer is responsible for strengthening the quality of PIN Education programme implementation through continuous capacity building, mentoring, coaching, technical support, and quality assurance across all education interventions. The position supports the integration of Child Protection, PSS, Social and Emotional Learning, safeguarding, and inclusive education principles into education activities.

The officer will identify staff capacity gaps, develop and deliver training plans, provide on-the-job coaching, monitor implementation quality, and support continuous improvement of programme delivery. The position contributes to developing technical tools, standard operating procedures (SOPs), guidance materials, and lessons learned while ensuring compliance with organizational and donor standards.

 


 

Capacity Building and Staff Development (35%)

  • Conduct regular capacity needs assessments for PIN education staff & its partners.
  • Develop annual and project-specific capacity building plans.
  • Design, update, and deliver technical training packages for Education Officers, Assistants, facilitators, and teachers.
  • Organize induction training for newly recruited staff.
  • Facilitate refresher trainings throughout project implementation.
  • Provide regular on-the-job coaching and mentoring to field teams.
  • Support Team Leaders in identifying staff performance gaps and preparing improvement plans.
  • Develop training materials, presentations, facilitator guides, and practical exercises.
  • Maintain training records and evaluate training effectiveness.

 

2. Technical Support and Quality Assurance (25%)

  • Conduct regular field monitoring visits to observe education activities.
  • Assess quality of teaching methodologies and classroom practices.
  • Ensure standardized implementation of education methodologies across all locations.
  • Support field teams in improving lesson delivery, classroom management, learner participation, and assessment practices.
  • Review lesson plans and educational tools and provide recommendations.
  • Ensure proper implementation of Education in Emergencies (EiE) minimum standards.
  • Support implementation of inclusive education approaches.

 

3. Child Protection Integration (10%)

  • Ensure Child Protection principles are integrated throughout education activities.
  • Support implementation of safe learning environments.
  • Build staff capacity on:
    • Child Protection principles
    • Safeguarding
    • Child-friendly approaches
    • Positive discipline
    • Identification and referral pathways
    • Psychological First Aid (PFA)
  • Coordinate closely with Child Protection Team Leader on integrated programming.
  • Promote meaningful participation of children and caregivers.
  • Support safe referral of identified protection concerns according to SOPs.

4. Programme Quality Improvement (15%)

  • Support development and revision of:
    • Teachers’ Training manuals & PIN Education staff
    • SOPs
    • Guidance notes
    • Technical tools
    • Checklists
    • Observation forms (Classroom & PSS)
  • Collect lessons learned and best practices.
  • Identify implementation challenges and recommend practical solutions.
  • Support programme innovation and continuous improvement initiatives.

5. Monitoring, Reporting and Documentation (10%)

  • Prepare field visit reports with clear action points.
  • Monitor implementation of agreed improvement plans.
  • Maintain capacity building trackers.
  • Compile monthly technical support reports.
  • Provide the Education & Protection Programme Manager with timely technical updates, achievements, quality assurance findings, lessons learned, best practices, and recommendations to support high-quality internal and donor reporting.
  • Support documentation of success stories and promising practices.

6. Coordination and Representation (5%)

  • Coordinate with Education Team Leaders and Project Officers regarding capacity building priorities.
  • Participate in technical working groups when requested.
  • Represent the programme during technical meetings when delegated.
  • Coordinate with MEAL regarding quality monitoring findings.
  • Support collaboration with Ministry of Education counterparts and implementing partners where applicable.

Qualifications

Education

  • Bachelor's Degree in Education, Education Management, Teaching, Child Protection, Psychology, Social Work, or a related field.
  • Master's degree is an asset.

 

Experience

Essential:

  • Minimum 4 years of experience in Education programming.
  • Minimum 2 years in staff capacity building or technical support.
  • Experience delivering training and facilitating workshops.
  • Experience supervising or coaching education staff.
  • Experience working with Education in Emergencies (EiE).

Desirable:

  • Experience integrating Child Protection within Education programmes.
  • Experience with donor-funded humanitarian programmes.
  • Experience working with Ministries of Education.
