Job Overview / Summary:

• The Safeguarding Senior Officer primary focus will be to support all AFH members (and through them, all

AFH staff, and related personnel) to ensure continuous improvements in reinforcing protection from sexual

exploitation and abuse. S/he will support AFH members and their programs to foster a work environment

that prevents and protects against sexual exploitation and abuse. Under the overall supervision of the AFH

Country Director, and in close collaboration with the PSEA/CSG focal points and gender focal points in the

field. The successful candidate will be responsible for supporting and tracking the progress of the

implementation of the global policy on Protection from Sexual Exploitation, Abuse, Harassment and CGS.

• S/he will coordinate with key external stakeholders, including exchanging learning with counterparts at peer

organizations and representing and/or supporting relevant colleagues to represent AFH in relevant external

forums.

1. Prevention

• In coordination with HR Manager, Head of Programs HoPs, and Country Director conduct desk

study/assessment in collaboration with relevant partners to identify the scale of safeguarding and sexual

abuse and exploitation problem as well as the specifics of the problem in Syria.


 

Conduct an assessment/review of the current programs to support prevention and response of sexual

abuse and exploitation in Syria and make recommendations for improvements.

• Ensure being known in the entire organization and contacts are widely available.

• Support staff to sign the Organization’s Code of Conduct, Child Safeguarding and PSEAH papers.

• Provide awareness-raising sessions on SEAH & CSG for all staff and other personnel in the Organization

on a regular basis, including for newcomers.

• Make appropriate recommendations to management on enhancing prevention strategies. This includes

collecting and analyzing information on actual/potential risk factors for vulnerability to sexual exploitation

and abuse and elaborating measures to address them.

• Ensure the development and implementation of a country-level PSEAH action plan; track the progress of all

PSEAH-related activities.

• Regular review for AFH PSEAH and SG polices and CoC and make the needed adjustments according to

lesson learned. Support the PSEAH/SG focal points technically and enhance communication and

information sharing among them.

• Ensure that procedures to guard against hiring of people who have a record of SEAH & CSG offences are

put in place and applied.

• Work with human resources personnel to include PSEAH content in staff inductions, including all

contractors, consultants, temporary staff and casual laborers.

2. Response

• Ensure the development of AFH internal procedures for staff and other personnel to report incidents of

safeguarding and sexual exploitation, abuse, and Harassment.

• Receive complaints, reports, and questions about alleged acts of safeguarding and sexual exploitation and

abuse committed by organization’s personnel.

• In addition, being the liaison between the Organization and the Inter-Agency Community Based Complaints

Mechanism.

• Carry out community consultations to identify culturally and contextually appropriate entry points for

submitting complaints.

• Take appropriate measures to ensure safety and confidentiality for all reported SG/SEAH issues.

• Ensure that all materials pertaining to complaints are handled strictly in line with applicable grievance

procedures.

• Provide technical advice, support and mentoring to AFH Members and related Personnel conducting

investigations and act as the resource person to help source tools, resources and provide any relevant

guidance.

• Support AFH members to develop and implement standards in survivor assistance; coordinate with the

GBV sub-cluster and ensure a referral mechanism for survivor services.

• Leading the investigation process in cooperation with AFH partners and preparing the needed report for

CD.

• Provide capacity building to all AFH members with PSEAH/SG guidance and support in the development of

awareness raising, sensitization, communication, and training resources.

• Create and maintain a PSEA/SG resource tool to ensure systematic education of AFH

• Staff and related Personnel to prevent and empower them to respond to SEAH and SG.

• Develop recommended referrals, complaints, and investigation structures in coordination with AFH HR

Team, and CD.

• Attend PSEAH network regular meetings and report AFH achievements to network.

• Commitment to attend the trainings with AFH partners and UN agencies about PSEAH.

• Conduct regular review for complaint tracker following up the principles of confidentiality, non-

discrimination, and no harm.


 

Preferred bachelor’ or master’s degree in a related field (Law/ Psychology/ Social Studies or Business

Administration, English literature, etc.), humanitarian studies, or International Development. Significant

relevant work experience in these specific areas (Safeguarding/ PSEAH…) will be considered as an

added value.

General Work Experience:

Minimum of 2 years of experience in a similar position, Safeguarding, Child Safeguarding, PSEAH, Code

of Conduct, Accountability coordinator or senior officer with an understanding of the General Protection

principles, and Psychosocial Support, and Child Protection areas.

Skills:

Language Proficiency: Native Arabic speaker with B2 (Upper-Intermediate) English level;

capable of delivering safeguarding trainings, writing reports, and facilitating meetings with

internal and external stakeholders.

Training & Facilitation: Proven ability to design, deliver, and evaluate awareness-raising

sessions, workshops, and capacity-building activities on PSEAH, Code of Conduct, and Child

Safeguarding for staff and partners.

Information & Communication Technology:

o Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint) for documentation,

reporting, and tracking safeguarding-related data.

o Familiarity with online reporting systems and complaint trackers aligned with safeguarding

principles.

Project Management:

o Strong knowledge of project cycle management, action plan development, and activity

tracking.

o Ability to monitor implementation of safeguarding policies and recommend improvements.

Communication & Interpersonal Skills:

o Skilled in negotiating, facilitating, and presenting safeguarding content with clarity and

cultural sensitivity.

o Strong written and verbal communication for preparing reports, investigation findings, and

coordination with stakeholders.

Analytical Thinking:

o Analytical with strong attention to detail; able to assess risks, analyze reports, and support

safeguarding investigations objectively.

Time & Priority Management:

o Skilled in managing multiple tasks and priorities under tight deadlines, particularly in

emergency or sensitive safeguarding cases.

Decision-Making:


 

Ability to take informed, ethical decisions, especially in high-risk safeguarding cases

where confidentiality and sensitivity are critical.

Remote & People Management:

o Experience in remotely managing safeguarding focal points and coordinating with

geographically dispersed teams.

o Leadership in building capacities and ensuring compliance across field sites.

Team Collaboration:

o Strong collaboration with HR, MEAL, Protection, Program, and Finance departments to

embed safeguarding practices across operations.

Abilities:

Adaptability & Problem Solving:

Flexible and capable of addressing urgent safeguarding issues across multiple projects and departments.

Communication Across Cultures:

Effective communicator in diverse teams and field locations, understanding the cultural context of PSEAH

and Child Protection in Syria.

Confidentiality & Ethics:

Committed to ethical principles, including confidentiality, non-discrimination, and do-no-harm approaches in

all safeguarding matters.

Travel & Accessibility:

Willing to travel to field offices inside Syria and engage with communities for awareness-raising and

complaint mechanism setup.

Remote Coordination:

• Experience in overseeing safeguarding implementation remotely and ensuring accountability through tools,

trackers, and virtual follow-ups.
