The Information Manager (IM) is a senior management role responsible for leading, developing, and coordinating the Information Team within the country programme. Beyond technical oversight, the role places strong emphasis on people management, capacity building, strategic planning, and cross-departmental coordination.

The IM ensures that information systems, data products, and platforms particularly the Conflict & Humanitarian Data Centre (CHDC) and the INSO Partners Portal (IPP) are effectively managed, consistently applied, and aligned with organizational standards and priorities. The role acts as a key decision-maker and advisor, enabling teams to translate complex data into actionable insights that support operational and strategic objectives. Please be aware that this position is open to Syrian nationals only.

Team Leadership & Management

  • Provide strong, inclusive, and structured leadership to the Information and GIS teams, fostering a culture of accountability, collaboration, and professional growth.
  • Line-manage team members through regular supervision, performance management, mentoring, and feedback processes
  • Lead recruitment processes, onboarding, and succession planning for the Information Team
  • Identify skills gaps and design capacity-building plans, including technical and soft-skills development
  • Promote staff wellbeing and resilience, ensuring sustainable workloads and effective prioritization
  • Uphold and enforce data protection, confidentiality, and ethical information management practices

Conflict & Humanitarian Data Centre (CHDC)

  • Act as the country focal point for CHDC, ensuring a strong operational and strategic understanding of its methodology and applications
  • Provide leadership oversight to ensure information is consistently categorized, validated, updated, and accessed in line with organizational standards
  • Monitor data quality and lead continuous improvement initiatives to enhance accuracy, relevance, and reliability
  • Develop and implement a structured CHDC training strategy for partners at different capacity levels, aligned with organizational guidelines and standards
  • Ensure CHDC knowledge is embedded within the team through coaching, documentation, and standard operating procedures

INSO Partners Portal (IPP)

  • Serve as the country focal point for the IPP, overseeing partner registration processes and system use
  • Design and implement a scalable IPP training and support strategy for partners at different levels, ensuring effective onboarding and sustained engagement
  • Provide leadership oversight to ensure partner data remains accurate, up to date, and compliant with organizational requirements
  • Act as a problem-solver and escalation point for partners experiencing challenges with the platform

Strategic Analysis, Visualization, and Decision Support

  • Lead the identification of information needs in collaboration with Safety Advisors, Operations, and Programme teams
  • Guide the team in aggregating, analyzing, and interpreting data for operational and strategic decision-making
  • Oversee the production of high-quality maps, dashboards, graphs, and analytical products that support leadership decisions and partner understanding
  • Ensure information products are timely, relevant, and aligned with INSO’s analytical standards
  • Support field missions by defining data-collection priorities and ensuring outputs respond to real operational needs

Cross-Departmental Coordination and Technical Leadership

  • Act as a senior technical reference point, working closely with Programme, Operations, Training, and Management teams
  • Translate operational needs into information solutions, balancing technical feasibility with organizational priorities
  • Lead internal trainings on data integrity, data-entry responsibilities, and information management best practices
  • Oversee and regularly review SharePoint and internal knowledge management systems to ensure accessibility and relevance
  • Coordinate the collection of materials supporting the promotion and visibility of INSO services, in alignment with organizational messaging

Essential:

  • Minimum 5 years of experience in data management and visualization, in a similar humanitarian organization and context
  • Experience with Power BI and DAX, or similar BI software (such as Tableau)
  • Knowledge of database management using SQL
  • Knowledge in scripting languages such as Python or R
  • Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in crises contexts
  • Fluency in English.

  • BA degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant fiel

Nice to Have:

  • Staff management experience
  • Proven training and capacity building experience.
  • Prior knowledge of relevant region context is an asset, working experience in this region a plus
  • Working experience with humanitarian organizations, particularly with NGOs

Terms & Conditions:

12-month renewable fixed-term contract, $2,900 monthly basic salary, 1.75 working days annual leave per month, private health insurance coverage, or allowance.
