Job Title: Field Engineer

Duty Station: As-Suqaylabiyah Sub-district, Rural Hama, Syria

Reports To: Project Manager / Technical Manager

Contract Type: Project-based, full-time

About Amal Organization for Relief and Development:

Project Background

The AMTAD Consortium, comprising Amal Organization for Relief and Development and The Day After (TDA), is implementing a Building for Peace project in As-Suqaylabiyah Sub-district, Rural Hama. The project aims to strengthen social cohesion, inclusive governance, and access to shared infrastructure and services through a conflict-sensitive and community-led approach.

Job Purpose

The Field Engineer will support the technical planning, implementation, supervision, and quality control of infrastructure activities under the project. The position will ensure that all work is carried out in accordance with approved designs, specifications, timelines, safety requirements, and environmental and social standards

  • Conduct site visits, technical assessments, measurements, and verification of field conditions.
  • Supervise on-site infrastructure rehabilitation and construction activities.
  • Ensure contractor compliance with approved drawings, BoQs, technical specifications, and work schedules.
  • Monitor work quality, progress, and material use, and report any deviations.
  • Prepare and review site reports, progress updates, measurement sheets, and completion records.
  • Support the preparation and revision of technical documents, drawings, and implementation plans as required.
  • Coordinate with contractors, suppliers, consultants, community representatives, and relevant local stakeholders.
  • Ensure that health, safety, environmental, and social mitigation measures are applied on site.
  • Identify technical risks, delays, or implementation challenges and propose corrective actions.
  • Support handover, final inspection, and documentation of completed works.
  • Bachelor’s degree in Civil Engineering, Architecture, or a related technical field.
  • Minimum 3–5 years of relevant experience in infrastructure implementation or site supervision.
  • Demonstrated experience in rehabilitation and construction projects, preferably in humanitarian, recovery, or development settings.
  • Strong knowledge of BoQs, drawings, site measurements, and contractor supervision.
  • Familiarity with quality assurance and construction safety standards.
  • Good reporting and documentation skills.
  • Ability to work in complex and sensitive environments.

Preferred Qualifications

  • Experience in schools, public infrastructure, roads, water, irrigation, or community facility rehabilitation.
  • Previous experience with NGO or donor-funded projects.
  • Knowledge of conflict-sensitive infrastructure programming.
