SPECIFIC CONTEXT OF THE POSITION (regional positions)
Across all three contexts, the Logistic NSD/Capacity Building Regional Expert will therefore need to understand and support partners to navigate unpredictable operating conditions, significant access constraints, and highly variable infrastructure capacity.
Strengthening the logistics capacity of the 3 Host National Societies—through developing systems, improving procurement and warehousing processes, reinforcing fleet management, enhancing emergency preparedness, and building the skills of logistics personnel—is essential as it will support a more effective delivery of humanitarian programs in these contexts by the RCRC Movement at large. The technical support provided by the logistics capacity building regional Expert will be delivered only upon request of the NS concerned, in line with existing NS strategic and NSD plans and according to a roadmap decided together. Capacity to build together strategic partnerships with Movement partners, logistics clusters, and humanitarian organizations will also be key as is the ability to work with cultural sensitivity and strict adherence to the humanitarian principles of neutrality, impartiality, and independence.
General mission of the DMI:
Under the hierarchical supervision of the Head of delegation (HoD) Lebanon/Syria the Logistic NSD/Capacity Building Regional expert will dedicate his/her time equally across Lebanon/Syria and OPT delegations, in agreement and coordination with both HoDs. The technical supervision will be undertaken by the NSD department at HQ level.
TheLogistic NSD/Capacity Building Regional expert will be responsible for providing technical support to the host national societies (HNS) : Syrian Arab Red Crescent (SARC) / Lebanese Red Cross (LRC) and Palestinian Red Crescent Society (PRCS-including PRCS in Lebanon and Syria), on the formulation, implementation and adaptation of their logistic procedure and manuals/policies based on the specific needs of each HNS, reinforce their operationalisation on the ground as well as strengthen capacities of the supply chain and stock management of the health sectors of the HNS.
MISSIONS AND ACTIVITIES
Reporting relationship: the Logistic NSD/Capacity Building Regional expert is formally under the hierarchical supervision of the HoD of the FRC in Syria/Lebanon while is working in strong coordination with both HoDs of the FRC in Lebanon and Occupied Palestinian Territories.
Operational relationship : The Logistic NSD/Capacity Building Regional expert works under the functional supervision of the National Society Development (NSD) departments at HQ level for periodic reporting and to ensure overall alignment with the regional strategy and FRC’s international strategy.
Technical relationship : Logistic NSD/Capacity Building Regional expert collaborates technically and strongly with the both country's logistics coordinators (Lebanon)/ support coordinator (OPT) and with HQ logistics department.

Master in logistics, supply chain management, Logistics training (Bioforce type or bachelor's degree in logistics), and/or relevant field and experience in a similar position or at least 5 years in a field logistics position
