POSITION SUMMARY

The Protection Specialist is a crucial member of the Syria team, based in Sarmada and operating under the supervision of the Protection Advisor. The Specialist is responsible for the technical oversight of the RI protection program in NWS. This includes GBV case management, CP case management and PSS services provided through Women and Girls Safe Spaces, protection units, health facilities, and community outreach. The Specialist provides technical support and ensures the overall quality implementation of activities in NWS. The Specialist works closely with Protection Advisor to ensure that technical capacity-building plans for field-based staff are relevant, and technical gaps are addressed in a timely manner with quality results.



 

Accountability and Complexity

  • Oversee the implementation of protection activities, ensuring adherence to international standards and internal SoPs and guidelines, technical guidance, and quality assurance
  • Develop tools, implement robust protocols for quality assurance, ensuring compliance with RI and global protection policies
  • Provide day-to-day technical oversight and guidance to the field-based teams, ensuring high-quality implementation aligned with protection principles.
  • Contribute to timely and quality reporting on project activities and progress toward targets.
  • Support the monitoring and evaluation of programme implementation and quality, ensuring alignment with established objectives and standards.
  • Conduct comprehensive risk assessments and provide actionable recommendations to address identified gaps.
  • Identify and assess the individual training needs of RI protection staff and support the development and implementation of a tailored capacity building plan.
  • Provide comprehensive technical guidance, oversight, and support to the GBV, PSS and CP teams ensuring high quality case management and PSS services that meet needs of the beneficiaries in a timely and consistent manner, with strict adherence to safe and ethical data management practices.
  • Assess and address operational and technical gaps in protection facilities in coordination with technical and operations focal points.
  • Deliver targeted technical support, supervision and mentoring to protection staff equipping them to implement high quality protection activities, and manage emerging protection concerns effectively at field locations.
  • Facilitate and support training sessions on protection policies, principles and standards to build team capacity and reinforce adherence to global protection guidelines.
  • Monitor and evaluate the quality of protection programming by utilizing structured checklists and monitoring tools, identifying areas of improvement and implementing corrective actions.
  • Provide direction and technically monitor staff in their implementation of activities, share relevant information and direction to improve quality and achieve timelines.
  • Support recruitment of protection staff as needed, and staff capacity development, including on-the-job coaching and mentoring, as appropriate.
  • Support the integration of protection principles across all sectors by organizing and conducting training sessions on protection mainstreaming for RI protection staff and staff from other sectors (e.g. health, WASH, etc.)
  • Utilize and promote the use of inter-agency tools and frameworks such as the GBVIMS, CPIMS+, IASC Guidelines on MHPSS, and other global standards to ensure consistency and quality in service delivery.
  • Ensure safeguarding principles are embedded in all protection activities, including case management, PSS interventions, and community engagement, in alignment with RI’s safeguarding policy and global standards
  • Contribute to project planning, proposal development and reporting, providing technical insight and analysis as needed.



 

Essential criteria

  • Minimum of 4-5 years of experience in protection programming, specifically gender-based violence, child protection and PSS programs with supervisory responsibilities, working with conflict affected populations
  • Proven track record in case management, capacity building, and stakeholder coordination.
  • Bachelor’s degree in social work, social sciences, gender/women studies, or other appropriate fields; or field equivalent experience
  • Demonstrated experience in monitoring and evaluation and results-based management, including capacity in remote management.
  • Fluency in Arabic and Very Good spoken/written English.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently.
  • Demonstrated ability to deliver high-quality analysis, timely reports, and technical materials (trainings, program tools, and guidelines, etc).
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.
  • This position requires an individual who is accustomed to the pace of emergency response programming, is flexible and highly responsive, and has excellent organizational skills.
  • Ability to communicate sensitively and without judgment.
  • Good diplomatic skills.
  • Prior experience working within Syrian context, showcasing a sound understanding of local dynamics and needs.
  • Experience of integrating protection with other sectors’ programming.
  • Experience of information data management, utilizing databases and platforms.
