ABOUT PEOPLE IN NEED – PIN

People in Need (PIN) is a non-profit, non-governmental organization founded in 1992 in the Czech Republic. Over the past 30 years, PIN has delivered relief and development assistance in more than 40 countries worldwide. In Syria, PIN has been operational since 2012, providing humanitarian and early recovery support to conflict-affected communities in NWS and NES. With the recent unification under the Whole of Syria (WoS) structure, PIN now will implement integrated programs across all regions of Syria. through a coordinated presence in field offices. PIN’s programs focus on Emergency Food Assistance, WASH, Education, and Early Recovery and Livelihoods, making it one of the key contributors to the humanitarian response in Syria. 

Department Overview CPE:
The Civic Participation and Empowerment (CPE) department focuses on two main pillars: social cohesion and peacebuilding. It promotes these through civic participation, community engagement, and inclusive decision-making, empowering communities via capacity building, participatory approaches, and support for local initiatives. By strengthening community-led structures and fostering collective collaboration, CPE advances inclusive governance and ensures that marginalized groups have a voice. The department also mainstreams civic participation across sectoral programs and develops strategies and tools to expand civic space and promote sustainable peace in Syria’s most vulnerable areas.

1.Purpos:

The Civic Participation and Empowerment (CPE) Officer is responsible for establishing inclusive community structures and strengthening social cohesion and collaboration among host communities and returnees. This is achieved by creating, facilitating, and supporting participatory community engagement working groups, committees, and forums. The Officer designs and implements tailored capacity-building activities, manages and promotes community-led projects, and enhances community participation and empowerment to foster peaceful coexistence and shared recovery efforts.

2. Responsibilities

  • Lead the establishment and nurturing of diverse community engagement working groups and committees across designated locations. Ensure inclusive participation by engaging representatives from various social groups including women, youth, and persons with disabilities. Promote transparent and democratic selection processes based on motivation and community legitimacy.
  • Facilitate participatory processes for communities to identify early recovery needs and priorities. Support working groups and committees in mapping local stakeholders, fostering dialogue, and collaboratively developing context-appropriate solutions that respond to community challenges.
  • Assess the capacity needs of community structures and deliver/organize tailored training sessions to strengthen skills essential for social cohesion, conflict sensitivity, and community-driven recovery. Engage local volunteers and community-based organizations to broaden participation and enhance sustainability.
  • Organize and moderate workshops and forums that bring together local committees, stakeholders, and community members. Encourage inclusive decision-making to foster ownership, strengthen social cohesion, and facilitate the collective development of sustainable recovery plans.
  • Manage the allocation and oversight of small grants to support community-led initiatives addressing social cohesion and peaceful coexistence. Support grant recipients in project design, financial management, and implementation, ensuring adherence to organizational standards and community priorities. Conduct election process for community initiatives, and follow up on feedback sessions.
  • Promote projects that enhance shared community spaces and opportunities for inclusive collaboration. Address divergent experiences and perceptions within and between groups to rebuild trust and strengthen social bonds among returnees and host communities.
  • Regularly monitor the progress and impact of community initiatives and participatory structures. Collect qualitative and quantitative data, consolidate findings, and report on successes and challenges. Share insights with local authorities, civil society, and partners to inform future strategies and ensure adaptive programming.

 

3. Reporting

Civic participation and Empowerment Officers report directly to the Civic Participation and Empowerment Programme Managerproviding regular updates on program implementation and outcomes.

Qualifications and Experience

  • Bachelor’s degree or equivalent in Social Sciences, Community Development, Peacebuilding, or related fields.
  • Proven experience in facilitating community-based programs focused on social cohesion and peacebuilding interventions.
  • Experience in conducting training and capacity-building activities.
  • Familiarity with local governance structures and community mobilization practices in the region.
  • 3-4 years of work experience in similar field.

  • Excellent facilitation and interpersonal skills with a neutrality and  sensitivity to cultural and social dynamics.
  • Ability to engage marginalized groups and foster inclusive participation.
  • Strong organizational skills and ability to manage multiple tasks.
  • Effective communication skills.
  • Commitment to humanitarian principles, neutrality, and accountability.
