Under the responsibility of the Hub Logistics Supervisor, the Logistics Officer will be part of the team that will participate in the implementation of HI's logistics procedures & framework and ensure that HI's logistical procedures and donors' obligations are respected internally and by partners. The Logistics Officer will be representing Centre Hub along with the Hub Logistics Supervisor after being part of the Roots project. Proactivity to find solutions and/or to improve the overall logistics management is an essential competence. The Logistics Officer must keep all the data confidential and share it with the designated people.

 

  1. Responsibility 1: Procurement
  • Supports the Logistics Supervisor based in Aleppo to process with the framework agreement for the Hub.
  • Supports implementing partners to ensure their procurement files are aligned with HI and donors’ regulation.
  • Oversees local procurement from the purchase line creation to payment, ensuring compliance, documentation integrity, and timely follow-up.
  • Compiles the whole procurement folder in LINK / documents, properly archive them and submit them to facilitate invoice processing and payments.
  • Follows-up supplier payments to optimize accruals and cash flow at the base level.
  • Ensures the documents provided by the supplier are filled correctly regarding HI rules.
  • Prepares and process note-to-file for HI’s purchases.
  • Identifies alternative suppliers through market surveys
  • Ensures essential materials availability for ongoing operations.
  • Acts as the focal point for suppliers, service providers, and local authorities, handling required documentation and translations.
  • Sends the purchase follow-up update to his/her line manager at the end of each month.

 

  1. Responsibility 2: Warehousing and Stock Management
    Supervise the storekeeper on the following tasks:
  • Ensures stock procedures and policies are implemented and respected.
  • Ensures the safety of the stock.
  • Ensures proper use of stock management tools (Stock Release Order, Returns, Reception Notes, Transfers, Delivery Notes, Waybills, Stock Cards, etc.)

 

  1. Responsibility 3: Fleet Management
  • Ensures all the staff transportation needs are fulfilled through the movement plan
  • Monitors and tracking of all vehicles’ use and consumption.
  • Ensures proper filling of the required documents regarding fleet management, the vehicle logbook and movement plan.
  • Manages the fuel refilling of vehicles if purchased by HI.
  • Ensures the user rules are implemented for vehicles and other means of transport in compliance with local legislation, the highway code, the security rules and HI's regulations
  • Ensures the direct management of the drivers, including conflict resolution, planning, training, briefing, controlling etc. 

 

  1. Responsibility 4: IT Equipment and Assets
  • Manages and track assets for the Hub (identification, coding, inventory, equipment files).
  • Ensures equipment functionality and staff training per HI standards.
  • Conducts regular physical equipment checks.
  • Coordinates asset localization and monitoring in the EMC.
  • Organizes and submits regular inventory reports to Hub Logistics Supervisor.
  • Serves as the focal point for IT issues and network management with the support of ICT Supervisor
  • Maintains IT equipment and supports configuration needs.
  1. Responsibility 5: Premises Management 
  • Participates in premise selection and finalizes preparation of administrative requirements before contracting.
  • Manages premises (guesthouses + office), including rental, payments, and maintenance.
  • Ensures availability of office supplies, utilities, fuel, and welfare items.
  • Tracks lease agreement expirations and anticipate renewals.
  • Monitors energy consumption (generator/fuel).
  • Tracks utility contract costs (water, electricity, etc.).
  • Ensures safety measures (locks, first aid kits, extinguishers).
  • Edits a comprehensive inventory of HI equipment and items within the premises and keeps it up to date.
  • Ensures premises are fully equipped per HI policy.
  • Manages the cleaners for the office and guesthouse cleaning

Mandatory Qualifications/Requirements

  • Education: 

  • University degree in Logistics/ Supply Chain/ Business Administration/ Engineering or related fields. 

 

  • Professional Experience:

  • Minimum 2 years of proven experience with digital procurement systems.

  • Minimum 3 years of proven experience in logistics with INGO.

 

  • Professional & Personal skills required:

  • Proficiency in national procurement operations
  • Strong understanding of procurement planning and supply chain workflows
  • Knowledge of donor compliance and procurement policy standards
  • Competence in preparing and managing procurement documentation and filing systems
  • Familiarity with digital procurement platforms (e.g., LINK system)
  • Capacity to coordinate procurement across multiple geographical hubs
  • Experience in vendor sourcing, evaluation, and performance tracking
  • Skills in preparing derogation requests and managing approvals
  • Ability to support budget tracking and supplier payment follow-up
  • Experience in training and supervising partner staff on procurement standards
  • Accurate and timely reporting through dashboards and tracking tools
  • Strong organizational and workflow planning abilities
  • Detail-oriented with effective time management
  • Analytical mindset for data-driven decision-making
  • Strong communication and interpersonal collaboration skills
  • Adaptable to remote and emergency response environments
  • Reliable under pressure with good stress management
  • Commitment to ethical practices and sustainability principles
  • Proficiency with office software and digital collaboration tools
