
Reporting to the Programme/Country Director, the Regional/Standalone Human Resources Manager defines and rolls out the HR component of the Programme's STRATOP in his/her geographical area.
S/he is the preferred contact for HR operations centres at Headquarters.
S/he ensures that HR activities are consistent with his/her budgetary framework and with HI's HR frameworks. S/he actively analyses changes in context so as to identify the risks and opportunities in his/her scope of responsibility.
Oversees the dimensioning and quality of Programme resources:
Oversees the Programme's Career Management and Skills Development systems:
Coordinates and guarantees the quality of the Programme's administrative management for all members of staff.
Implementation and quality of the Programme's physical and mental health policy in line with HI standards
Assists managers on his/her Programme with the implementation of HI's HR policies:
Legal and social aspects:
Mission 4: Emergency preparedness and response

Mandatory Qualifications/Requirements
Education:
First University degree in Human Resources Management, Law or MBA
Professional Experience:
At least 6 years of professional experience in humanitarian / early recovery contexts
At least 5 years of experience in Senior position (in the HR field Manager or Above)
Excellent command of English- Written, Spoken
Excellent Command of Arabic preferable native Arabic speaker
ING experience with an Agency with + 250 staff
Experience in managing expatriate employees
Professional & Personal skills required:
Strong team management and organizational skills
High level of autonomy and initiative
Strong internal and external coordination and representation skills
Strong interpersonal and intercultural skills
Ability to work under high pressure
High level of motivation and proactivity
Strong computer skills (use of MS Word, Excel, Outlook and other relevant software).
