POSITION SUMMARY: The Supply Chain Coordinator will work on a program focusing on stabilizing communities through reintegration support, improved social cohesion, and strengthened essential services in Syria. The Supply Chain Coordinator will be responsible for ensuring that all Procurement and Logistics procedures and policies are in place and that the project staff is adhered to such to ensure transparency, compatibility, accountability integrity and value for money with efficient and effective in Damascus and support other fields within Syria.
This is a local role; no expat benefits will be provided.
Supervisory level: Country Representative
· Ensure the logistics and procurement actions are compliant with policies and procedures by providing all the relevant information and required documentations etc. in Syria coordination with program staff, management and HQ- Contracts and Grants department.
· Apply Blumont’s anti-corruption/fraud policy to all logistics and procurement actions.
· Ensure proper supporting documentation and tracking procedures are applied to all procurements and logistics services in Micro Purchase, Simplified acquisition, and for tender acquisition need.
· Supervise Supply chain staff to ensure compliance with Blumont procurement policies and procedures with the support of the management and HQ-OCG.
· As part of Blumont’s dual mandate, the Supply Chain Coordinator will participate in emergency preparedness activities and be ready to respond in the event of an emergency.
· Liaison with governorate offices if required for Blumont purposes
· Procurement Management: Ensures that the procurement and logistics policies and procedures, under Blumont’s and donor’s guidelines, where applicable, are adhered to.
· Reviews the required documents for bidding including the PR, Bills of Quantities, General and Special Conditions, Terms of Payment, Scope of Works, etc to ensure accuracy, completion and consistency of the procurement request package.
· Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement actions are completed.
· Accountable to provide quality weekly/ monthly/quarterly procurement reports to the Program Director.
· Ensure that the emergency response plans are in place and Logistics staff are trained accordingly.
· Asset Management: Make sure that the asset register is kept up to date with the support of IT and Admin department, and that assets are safely secured and recorded, all paper trials & procedures are implemented in coordination with IT/inventory team.
· Ensure that the fleet and subsequent movement plans, procedures & policies are maintained in a safe and structured way.
· Warehouse Management: Ensure that warehouses procedure & policy are fully implemented, are tidy and organized with items that are recorded on stock report as well as stock cards, bin cards in coordination with Logistics felid staff etc.
· Schedules work activities, trains warehouse employees, and makes sure that they perform their duties according to established standards.
· He/she plans the dispatch and transportation of merchandise, assists the dispatcher if there is any in tracking the movement of merchandise.
· Fleet & Transport Management: Ensures that Fleet procedure & policy are fully implemented, guaranty the fleet are good conditions, repairs are done, and transport tracker are in place, movement, driver management.
· Supports any other field offices if required.
· Perform any other related tasks as requested by the management.
· He/She advises the program about the most efficient and effective mode of transportation and packaging of the merchandise.
· He/She contributes to planning and eventually supervises the shipment and delivery of materials/equipment up to their destination.
· Build the capacity of Supply Chain and project staff in their understanding of quality logistics, Procurement and adherence to procedures under management supervision.
· Ensure that the team is motivated, encouraged to suggest new ideas, and is performing well.

Travel Requirements:
· Damascus-based position, with travel to field programming
· Bachelor's degree in related field.
· Minimum 7 years of related experience.
· Experience with Procurement, logistics, and contracts management.
· Strong understanding of the procurement principles, donors’ rules and regulations, cost principles, and procurement practices and thresholds.
· Logistics and fleet management experience.
· Knowledge of operating procedures in high-risk environments.
· Analytical skills.
· Tracking and time management skills.
· Ability to develop SOPs, data base and tracking tools.
· Excellent written and oral communication skills including interpersonal and collaborative skills using multiple languages: English and Arabic.
· Ability to multi-task and thrive in a fast-paced environment
