The Athar Program Coordinator is responsible for overseeing the implementation of programs and activities that enhance empowerment and capacity building, developing and managing the volunteer community inside Syria, and ensuring the availability of qualified volunteer cadres to support the organization’s activities. The position also includes full supervision of the University Students Scholarship Project (Qusai Scholarship) and strengthening coordination and communication between volunteer teams inside and outside Syria to ensure sustainable impact.

Working Relationships

Volunteers inside Syria, volunteer teams outside Syria, trainers, partners, Human Resources Department, MEAL Department, Media Department, universities, and community centers.

1. Volunteer Management and Development of the Volunteer Community

  • Develop an annual plan for volunteer recruitment and integration across different governorates.
  • Assess project and activity needs for volunteers and ensure the provision of suitable and qualified cadres.
  • Organize orientation and induction sessions for new volunteers and provide continuous support.
  • Establish a clear mechanism for task allocation and follow up on volunteer performance.
  • Implement volunteer empowerment activities, including skills-based trainings, meetings, and performance improvement workshops.
  • Build and maintain an up-to-date volunteer database (skills, locations, level of engagement).
  • Address daily volunteer-related challenges and ensure a positive and motivating working environment.

2. Supervision of the University Students Scholarship Project – “Qusai Scholarship”

  • Plan and fully oversee the implementation of the university scholarship project.
  • Follow up on registration, initial screening, verification processes, and ensure students’ compliance with scholarship criteria.
  • Coordinate orientation sessions for accepted students and provide ongoing support throughout the scholarship period.
  • Monitor required volunteer or academic activities of scholarship beneficiaries.
  • Prepare periodic reports on project progress, challenges, and achievements.
  • Communicate and coordinate with universities and partners to ensure smooth implementation of the scholarship.

3. Coordination Between Volunteer Teams Inside and Outside Syria

  • Facilitate communication between in-country volunteer teams and external support and expertise teams.
  • Organize regular meetings for knowledge and experience exchange between both groups.
  • Share updates and priorities between teams and ensure integration and complementarity of roles.
  • Develop effective internal communication mechanisms (communication channels, meetings, working documents).

4. Planning and Implementation of Activities and Events

  • Develop monthly activity plans (workshops, sessions, campaigns, and volunteer initiatives).
  • Coordinate logistical arrangements to ensure readiness of activities (venue, materials, attendance lists).
  • Ensure activities align with the objectives of the Athar Program and the organization’s strategic direction.
  • Follow up on field implementation to ensure quality and active participation.

5. Documentation, Reporting, and Monitoring

  • Prepare monthly and quarterly reports highlighting activity progress and performance indicators.
  • Provide clear inputs to the MEAL Department regarding monitoring and evaluation processes.
  • Document impactful success stories related to volunteers, beneficiaries, and the scholarship program.
  • Regularly update databases related to activities, participants, and outputs.

6. Compliance with Policies and Standards

  • Ensure adherence to organizational policies, particularly those related to safeguarding, professional conduct, and accountability.
  • Immediately report any incident or risk occurring during field activities.
  • Maintain confidentiality and respect the privacy of volunteers and beneficiaries.
  • University degree in Business Administration, Social Sciences, Education, Psychology, or any relevant field related to empowerment and civil society.

Required Experience and Skills

  • Minimum of 3 years of experience in coordinating programs related to volunteering, empowerment, or educational scholarships.
  • Strong skills in volunteer management and working with diverse groups.
  • Experience in designing and implementing community-based or youth activities.
  • Proven ability in report writing and database management.
  • Strong communication and teamwork skills.
  • Experience in project management or working with universities is an asset.
  • Good command of MS Office applications, especially Excel and PowerPoint.
