The Safety and Security Coordinator is responsible for developing, implementing, and
overseeing all safety and security protocols to ensure the well-being of staff, assets, and
operations of ONSUR Organization. The role involves conducting risk assessments, managing
safety procedures, responding to security incidents, and building a security-conscious culture
across the organization.
1. Security Management and Planning
• Develop and implement context-specific safety and security policies and standard operating
procedures (SOPs).
• Conduct regular security risk assessments (SRAs) for offices, field locations, and staff movements.
• Design and maintain comprehensive contingency plans, including evacuation and emergency
response plans.
2. Monitoring and Incident Management
• Monitor the security situation through formal and informal networks and provide timely updates
to management.
• Maintain an incident reporting system and ensure accurate documentation of all security-related
events.
• Lead or support incident investigations and ensure follow-up actions are implemented.
3. Staff Safety and Training
• Provide regular training sessions and briefings on personal safety, travel security, and emergency
procedures.
• Ensure new staff receive onboarding related to security protocols.
• Support field staff with mission planning and tracking tools for high-risk areas.
4. Liaison and Coordination
• Coordinate with relevant local authorities, community leaders, and other NGOs for security-
related information and cooperation.
• Build a network of trusted sources to improve early warning capabilities.
5. Compliance and Reporting
• Ensure all offices comply with ONSUR’s security policies and donor safety requirements.
• Submit regular security reports to management with recommendations for improvements.
• Support in developing and updating the organization’s Security Management Plan (SMP).
6. Asset and Site Security
• Evaluate and oversee physical security measures (guards, gates, lighting, CCTV, etc.) at offices and
warehouses.
• Review and advise on security aspects of transportation, warehousing, and movement of goods
and personnel.
❖ Adherence to code of conduct, safeguarding policy, and PSEA policy. Reporting any
complaints related to safeguarding ormisconduct.
Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Other future
responsibilities/accountabilities may be assigned to the job depending on the department's organizational
chart.
❖ Bachelor’s degree in security studies, risk management, logistics, or a related field.
❖ At least 2 years of experiencein a similar position, preferably with a humanitarian organization.
❖ Proven experience conducting risk assessments and implementing security protocols.
❖ Strong knowledge of safety and security principles in conflict and post-conflict contexts.
❖ Proficiency in Microsoft Office and security tracking tools (e.g., GPS, incident reporting software).
❖ Strong communication skills and ability to manage stress in high-pressure environments.
❖ Fluency in Arabic is essential; English proficiency is highly desirable.
Personal Abilities and Skills
❖ Knowledge of humanitarian principles, safety standards (e.g., INSO, UNDSS).
❖ Experience in delivering trainings and staff awareness sessions.
❖ Familiarity with the context and geography of Syria and neighboring countries.
