General mission

The case worker is a key position to establish and uphold relations to the community, assess in a participatory way and provide guidance around the direction of the personalized support intervention. The supported person and their consent therefore remain at the center of attention, and their involvement and active participation must be encouraged in the entire process.

The case worker is responsible for identifying and mapping humanitarian actors operating in the Raqqa Governorate as well as to monitor and contribute to the development of the internal and external reference path and in close collaboration with the HI technical teams.

The case worker supports multi-sectoral HI field teams to identify individuals who don’t have access to services, assess their personal situations using a holistic approach, refer them to identified existing services and follow-up the cases. The successful candidate will then be responsible for implementing personalized support including assessing, planning, implementing, monitoring and evaluating actions required to meet the beneficiaries’ needs and expectations. Handling sensitive cases and constant follow up with internal and external services are required.

1. Missions / responsibilities:

• Implement effective inclusive case management which consists of identifying, assessing and referring children and youth with disabilities and/or providing, when necessary, personalized accompaniment throughout the case management cycle.

• Coordinate and deliver case management that is inclusive, safe, timely, effective, efficient, equitable and person-centered.

• Conduct assessments and interviews with children and youth with disabilities and their caregivers to identify needs and barriers to access education and related services.

• Facilitate referrals by connecting children and youth with disabilities and their caregivers with relevant community resources, programs, and support services that can enhance their inclusion and well-being; and coordinate services among different providers to ensure a comprehensive and coherent response.

• Support children and youth with disabilities and their caregivers in making informed decisions by providing guidance on their multi-sectoral needs and how to meet their rights, facilitating access to appropriate services.

• Ensure regular follow-up visits to children and youth with disabilities and their caregivers for implementing tailored support and updating the case summary accordingly.

• Record cases information, complete accurately all necessary forms and produce statistical reports respecting anonymity, data protection and security rules

• Develop and regularly update the mapping of existing local and humanitarian actors to support effective referrals.

• Contribute to the continual revision and development of referral pathway multi-sectoral interventions and with external services providers.

• Establish and maintain good relations with the community, incl. community leaders and representatives.

• Collect data on the barriers and enablers at community and service levels in a participatory manner to understand and remove the barriers that hinder access of children and youth with disabilities to education services and increase their access.

• Support field partners to guarantee correct identification of the most marginalized and excluded children and youth with disabilities and referral to services.

• Participate in the facilitation of Teachers capacity building trainings related to inclusive education, universal design for learning and other related topics.

• Facilitate the provision processes of Hearing and Visual aids including all related medical testing processes for children and youth in need.

• Connect children and youth with disabilities in need of rehabilitation, mobility assistive devices and MHPSS intervention to HI internal services.

• Provide home-based learning stimulation sessions for children and youth with severe and multiple disabilities.

• Ensure the enrollment of identified out-of-school children with disabilities in non-formal and formal education services of HI partners.

• Collaborate with the Psychosocial support workers to conduct inclusive social-behavioral change recreational activities for children with and without disabilities in education centers.

• Ensure the application of disability, gender, age intersectionality approach for an inclusive humanitarian response

• To fill out relevant and necessary paper-based or electronic tools related to the Inclusive Case Management process (Screening, assessment, personalized plans, follow-Up, etc.)

• ensure strict adherence to HI Security & Safety regulations, confidentiality and data protection protocols as per procedures in place.

 

Mandatory Qualifications/Requirements

Education:

• Ideally, a bachelor’s degree or an equivalent qualification in education, special education, psychology, or related fields.

Professional Experience:

• Minimum 1–2 years of professional experience in the education sector, including inclusive education and/or special education settings, with direct involvement in supporting children with diverse learning needs.

• Demonstrated experience in education-focused case management, including identification of children at risk of exclusion, individualized assessment of learning and access barriers, safe referrals, and structured follow-up.

Desirable Professional & Personal skills:

• Practical experience working with children with disabilities, including adapting approaches to accommodate different functional and learning needs (e.g., cognitive, sensory, physical, or psychosocial).

• Experience supporting access to education services, including enrolment, retention, and participation of out-of-school children and children at risk of dropout.

• Experience collaborating with teachers, caregivers, and education personnel to promote inclusive learning environments and address barriers within formal or non-formal education settings.

• Familiarity with inclusive education approaches, including basic application of learner-centered methodologies and Universal Design for Learning (UDL) principles.

• Experience in community-based education outreach, including identifying marginalized children, engaging caregivers, and facilitating access to education and related services.

• Familiarity with humanitarian education programming, including education in emergencies and inclusive education standards, such as: IASC for Inclusion of persons with disabilities in Humanitarian action, inclusive education in emergencies, etc.

• Experience working with NGOs in humanitarian or early recovery contexts, preferably in education or child protection programming.

• Able to cope and work in considerably stressful environment

• Good time and task management skills, able to work both independently and in a team

• Experience working for an NGO within the humanitarian sector.
