The Project Officer will be responsible for the direct implementation and coordination of all activities under the Early Recovery and Livelihoods (ERL) portfolio in Homs and Hama governorates. The role entails field-level oversight of interventions related to social cohesion, peacebuilding, governance, WASH, community-based initiatives, and infrastructure rehabilitation. The Officer will ensure that project activities are aligned with organizational standards, donor requirements, and the local context, with a strong emphasis on community engagement, governmental liaison, and inclusive approaches.
- Project Implementation and Coordination:
· Coordinate day-to-day implementation of all project components in Homs and Hama.
· Ensure smooth and timely delivery of activities, including but not limited to:
- Social cohesion and peacebuilding sessions.
- Local governance and capacity-building support.
- Community-based infrastructure rehabilitation (WASH, irrigation, sewage, and basic services) and Cash for work component.
- Community awareness and outreach campaigns.
· Ensure close collaboration with the Project Coordinator to align strategies, schedules, and field actions.
· Participate in the development of detailed work plans and monitor progress in collaboration with the MEAL team.
- Stakeholder Engagement and Representation:
· Build and maintain effective relationships with local authorities, community leaders, technical directorates, and relevant stakeholders.
· Act as a focal point for coordination with local government entities and partner CBOs in Homs and Hama.
· Support local capacity building through technical mentoring, community facilitation, and participatory processes.
· Represent the organization in sectoral or inter-agency meetings at the local level as delegated.
- Monitoring, Evaluation, and Reporting:
· Support in data collection, beneficiary verification, and progress reporting according to project logframes and indicators.
· Ensure regular documentation of activities, success stories, lessons learned, and challenges.
· Coordinate with MEAL teams to ensure accountability to affected populations (AAP), including the establishment of feedback mechanisms.
- Team Support and Supervision:
· Supervise field facilitators, community mobilizers, or engineers (when applicable), ensuring performance standards are met.
· Collaborate with the technical departments (Engineering, Protection, Livelihoods, etc.) for quality assurance.
· Support the identification and mobilization of local implementing partners and volunteers.
- Education:
· Bachelor’s degree in social sciences, Civil Engineering, Development Studies, Public Administration, or any other relevant field.
· Additional certifications in peacebuilding, WASH, governance, or community development are a strong asset.
- Experience:
· Minimum 3 years of professional experience in project implementation in the Syrian context.
· Proven track record in coordinating early recovery, peacebuilding, or WASH-related projects.
· Experience in governmental liaison and working with local CBOs or community-based structures in central Syria is essential.
· Familiarity with donor-funded programming and reporting is highly desirable.
- Technical Skills:
· Good understanding of conflict sensitivity, Do No Harm, gender equity, and social inclusion principles.
· Strong knowledge of the operational context in Homs and Hama, including political, tribal, and community dynamics.
· Computer literacy including Word, Excel, and basic database management.
- Language:
· Fluency in Arabic (written and spoken) is required.
· Good command of English is an asset (especially for reporting purposes).
- Soft Skills:
· Strong interpersonal and negotiation skills.
· High level of organizational and planning capacity.
· Proactive, solution-oriented, and culturally sensitive.
· Ability to work under pressure and with minimal supervision.
