will lead on and be accountable for the overall program development, management, implementation and partnership aspects of the humanitarian project and exercise direct management of the activities which are implemented by WHH in collaboration with the project partners, wider civil society and other different stakeholders. The HPM will play a critical role in identifying humanitarian needs and developing project proposals while in close coordination with different stakeholders. In addition to this, this position will also play a critical role in knowledge and learning to support WHH advocacy and influencing agenda based on the organizational country strategy.

Project Management & Implementation

  • Ensure the effective management of large, complex and multi-stakeholder program in Syria, which includes to ensure donors compliance, effective program communication, strong oversight of the program accountability and delivery of activities, outputs and outcomes.
  • Lead operational and strategic leadership to implement humanitarian projects in line with work plans, budgets, and WHH program quality requirements.
  • Work closely with WHH country teams to produce periodic reports for WHH and donors while incorporating financial and narrative information.
  • Lead the preparation of project profiles, general documentation for communication, collect effective information related to humanitarian situation, context and WHH response, while also ensure gender mainstreaming and conflict sensitivity approaches in different projects.
  • Establish good working relationships with partners in line with WHH partnership strategy and organizational values.
  • Work with partnership teams to design capacity building plans, and support them in preparing project workplans, budget forecasts, monitoring and evaluation plans and other related project implementation instruments.

2. Financial & Administrative Oversight

  • Manage overall budgets and closely work with finance team to monitor project financial forecast and ensure compliance with organizational and donor regulations.
  • Closely work with program development and finance team on development of donor budgets for new proposals and for amendments.
  • Closely work with the operation and logistics team to develop procurement plans and processes and their implementation to ensure the timely delivery of goods and services.
  • Work closely with the finance and humanitarian team to ensure that financial reporting and audit arrangements meet donor requirements and ensure the implementation of adequate financial controls across different projects.

3. Coordination & Representation

  • Develop and maintain strategic and positive relations with relevant stakeholders such as local and national civil society organizations, think tanks, universities, government departments, donors and other relevant external stakeholders.
  • Facilitate and build partnerships with other organizations and facilitate alliance and consortium building with relevant partners and stakeholders in Syria.
  • Represent WHH in relevant humanitarian coordination for a national and international level (e.g., clusters, working groups, local authorities, UN agencies, forums, networks).
  • Ensure regular communication and coordination with both internal and external stakeholders.
  • Provide strategic leadership in WHH advocacy and influencing work in Syria

4. Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Collaborate with MEAL teams to ensure Monitoring, Evaluation, Accountability and Learning plans and framework for projects are developed and regularly updated through participatory process and ensure learning not only inform our project implementation but also Syria Humanitarian and Nexus program strategic theme as well.
  • Support needs assessments, evaluations, and monitor, mitigate and report on risks and challenges impact humanitarian projects.
  • Promote accountability to affected populations (AAP), including the establishment of feedback and complaints mechanisms.

5. Team Management & Capacity Building

  • Manage and mentor project staff in compliance with WHH policies, procedures, guidelines while in consultation and coordination with the human resource team.
  • Manage multidisciplinary team of program and technical staff while conducting regular team meetings and performance reviews.
  • Team building and development of team capacity with particular focus on developing skills, knowledge and capacity relevant to attaining the overall Humanitarian and Nexus Program Strategy for Syria.
  • Ensure staff adhere to security protocols and prioritize safety in the field.

6. Project Development & Strategic Design (Approx. 40%)

  • Lead in fundraising activities in consultation with the program development and quality team, while leading the concept note and proposal development, budget development and other necessary documentation based on donor expression of interest or call for proposals.
  • Provide information and communication material to share with donors, partners and head quarter for potential fundings and program impact.
  • Work together with the program development team in implementing country funding strategies to meet the fund-raising targets and diversify donor base for humanitarian and nexus programming,
  • Lead or contribute to multi-sectoral needs assessments, research, evaluations, program reviews to inform program development.
  • Facilitate participatory project design processes involving technical teams, MEAL, finance, and field staff.
  • Ensure new project designs are inclusive, gender-sensitive, conflict-sensitive, and aligned with Sphere and CHS standards.
  • Contributes to the development of emergency preparedness strategies, contingency plans, and early warning systems.
  • Represent WHH in donor briefings and technical coordination meetings to identify funding and partnership opportunities.
  • Conduct stakeholders and partner mapping to build consortia and strengthen collaboration.
  • Contribute to the strategic planning of the humanitarian and nexus program to achieve impact of the program and provide feedback to improve program strategy objectives



 

  • Bachelor’s degree in humanitarian affairs, international development, social sciences, or a related field (master’s degree preferred).
  • Minimum of 3 years' experience managing humanitarian program design and implementation of projects, ideally in emergencies or conflict settings.
  • Strong background in project cycle management, proposal development, budgeting, and donor compliance.
  • Solid understanding of humanitarian coordination mechanisms and standards (e.g., Sphere, CHS).
  • Experience working with major institutional donors will be an added advantage (e.g., ECHO, BHA, UN agencies).
  • Fluency in English (written and spoken); proficiency in Arabic is an asset.

  • Proven leadership, team management, and decision-making capabilities.
  • Excellent interpersonal, communication, and coordination skills.
  • Ability to work under pressure, manage competing priorities, and operate in complex humanitarian environments.
  • High degree of cultural sensitivity and adaptability.
  • Strong computer skills, including proficiency in Microsoft Office and project management tools.
