The FSL Project Officer is responsible for the implementation of all technical program/interventions undertaken by the organization, matching the quality criteria and strategy related to agricultural and livelihoods activities.

Objectives

Strengthening supervision and monitoring of the FSL activities provided to the community and ensuring that all FSL activities are done as planned.

  • Leading the implementation of FSL field activities, including agriculture value chain and livelihoods related activities (Assessment, registration, verification, follow up and evaluation).
  • Collaborate with the project senior officer to establish robust coordination and cooperation mechanisms with local authorities, communities, and other relevant stakeholders to ensure the effective delivery of project activities.
  • Ensure the diligent execution of the program activities, adhering to the defined work-plan, targets, timeframes, and result indicators.
  • Conduct regular monitoring of activity implementation to assess progress, quality, and efficiency of fieldwork related to program activities, and offer valuable insights and recommendations to the Project senior officer.
  • Identify and promptly address any existing or potential delays, providing timely feedback to the supervisor.
  • Provide internal reports with complete, verified information to FSL Senior Officer on time.
  • Conduct focus group discussions with the community members.
  • Supervise all the tasks in the program work plan on a daily basis.
  • Take lead and supervise the technical verification and registration processes for vulnerable households across the locations mentioned and ensure all the information requested in place.
  • Supervise the Implementation for both the cash and/or in-kind distribution and redemption processes, and all the necessary documents submitted accurately on time.
  • Take the lead in developing BoQs related to program activities.
  • Take the lead in conducting the technical check process for all the items requested by the program.
  • Ensure the accurate documentation related to the program at the field level.
  • Actively participate in the design of technical assessments relevant to FSL projects.
  • Submit all relevant documentation, such as completion records, photographs, and work summaries, to the project manager at the end of each day or as per the instructions of the line manager.
  • Serve as a clear communication conduit between the program and external entities involved in project implementation.
  • Be responsible for the organization and safekeeping of all project-related documents and provide them upon request.
  • Supervise and manage the field team, ensuring effective performance and adherence to project objectives.
  • Develop training materials, presentations, and resources to support the training sessions, and conduct training, awareness sessions (Technical agriculture training on optimum practices and business management training) and any other activities in the field as part of the implementation plan.
  • Respect and follow up of ACTED’s Financial procedures.
  • Conduct any other program activities related to the provision of FSL services and assistance as instructed by the FSL senior officer.

  • % of training materials developed on time and rated as effective
  • % of timely submission of regular reports
  • % of implemented activities completed on time
  • # of technical trainings conducted;
  • % of documentation that is up-to-date and well-maintained
  • Applicants must hold Syrian Nationality.
  • University degree in Agricultural Engineering.
  • At least 2 years’ work experience with NGO/INGO in implementing agriculture/ livelihoods activities (Farmers and livestock holders support, business support and cash for work).
  • Good English writing and reading skills, fluent in Arabic.
  • Experience in providing technical agricultural training/ business management training.
  • Having ToT training of trainer certificate is preferred.
  • More than 2 years’ experience with NGO/INGO in implementing agriculture/ livelihoods activities is preferred.
  • Excellent writing and communication skills.
  • Good organizational and prioritization skills.
  • Good in Microsoft Office, Microsoft Excel.
  • Strong interpersonal skills
  • Strong analytical skills
  • Ability to train, mobilize, and manage staff.
  • Ability to work well in unstable and frequently changing security environments.
