Duty Station: Idlib - Saraqeb
Programme: Civic Participation and Empowerment Program

Duration: starting from October with a one-year contract. 

The Protection Officers will act as a key person in implementing the Peacebuilding Component, including protection monitoring, capacity building, small scale grant management and distribution and establishing/ supporting the functionality of community-based conflict resolution mechanisms in high-risk return areas which their work aims to identify and address threats, promote peacebuilding and improve peaceful co-existence outcomes for targeted communities.

2.1 Protection Monitoring and Data Collection

  • Facilitate dialogues, participatory workshops, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs) with vulnerable groups including returnees, women-headed households, and persons with disabilities (PWDs).
  • Conduct protection monitoring in five prioritized locations using appropriate tools; collect, manage, and analyze data for informed response.

2.2 Capacity Building and Training

  • Assess Capacity building needs, Design tailored capacity-building programs based on the identified exact needs, prepare training modules for local actors covering core protection principles ("Do No Harm," confidentiality, non-discrimination), inclusivity, safe and voluntary return processes, conflict sensitivity, and mediation and negotiation techniques. Through direct training delivery or through Assigned trainers.  
  • Facilitate Dialogue facilitation, communication, leadership trainings and  Training of Trainers (ToT) sessions to strengthen Jaha Committees’ capacities in dialogue facilitation and mediation.

2.3 Community-Based Peacebuilding Structures

  • Establish and support community-based committees (e.g., Jaha Committees, Madafa structure ), composed of community leaders and inclusive participatory processes.
  • Facilitate participatory workshops, sessions, and coordination meetings with Jaha Committees, Community Engagement Working Groups (CEWGs), community-based volunteers, and local organizations.
  • Mentor Jaha Committees, supporting the development of guidelines, awareness materials, and campaigns in cooperation with these committees.
    1. Project Implementation, Reporting, and Oversight
  • Trainer Participants on Need assessment, project design, and project management and implementation. Additionally, Oversee the awarding and implementation of seed grants for committee-led micro-initiatives addressing social grievances, conflict mitigation, and social cohesion.
  • Track and report on the effectiveness of Jaha Committee operations, including dispute resolution outcomes, community trust, inclusivity, and overall effectiveness.

2.5 Other Duties

  • Participate in program development initiatives and ad-hoc activities as requested by the line manager.
  • Contribute insights and lessons learned for program improvement and share best practices within the team.

 

3. Reporting Line

The Protection Officers will report directly to the Civic Participation and Empowerment Programme Manager. 

  • University degree in Social Sciences, Protection, Human Rights, Conflict Resolution, or a related field.
  • Proven experience in protection monitoring, community engagement, and peacebuilding activities in humanitarian or development contexts.
  • Proficiency in Microsoft programmes.
  • 2-3 years of work in similar program activities.

5. Skills and Competencies

  • Positive attitude, leadership ability, and strong communication skills.
  • Strong facilitation skills with the ability to engage diverse community groups effectively.
  • In-depth understanding of the local conflict context and protection issues.
  • Excellent negotiation and mediation skills.
  • Ability to maintain neutrality, impartiality, and demonstrate empathy and cultural sensitivity.
  • Positive attitude, leadership ability, and strong communication skills.
  • Skilled in organizing and coordinating community-based initiatives and meetings, Dialogue sessions.
