We are seeking a highly skilled Capacity Building Manager to lead and manage all aspects of capacity building projects from tender acquisition to successful implementation. The successful candidate will be responsible for identifying and responding to tenders, preparing technical and financial proposals with the team, mobilizing expert consultants, and ensuring the high-quality and timely execution of capacity-building activities in line with project requirements and client expectations.
Monitor and identify opportunities for capacity building tenders and consultancy assignments.
Lead the preparation of technical and financial proposals in collaboration with relevant teams.
Source, recruit, and manage pools of qualified trainers, consultants, and technical experts.
Develop detailed implementation plans and ensure strict compliance with contractual requirements.
Oversee the quality and effectiveness of capacity-building programs delivered under each assignment.
Maintain communication with clients to ensure satisfaction and timely reporting.
Ensure proper documentation, tracking, and evaluation of all capacity-building initiatives.
Coordinate closely with internal departments (finance, HR, programs) to support successful project delivery.
Maintain a roster of pre-qualified experts and update it regularly based on project needs.
Bachelor's degree in International Development, Business Administration, Education, or a related field (Master’s degree is highly desirable).
Minimum 5 years of proven experience in managing capacity-building projects, preferably in tender-driven environments (NGOs, consulting firms, or UN agencies).
Practical experience in Syria , Türkiye and IRAQ operational contexts.
Strong experience in proposal writing, tender management, and project implementation.
Ability to work under high-pressure conditions and manage multiple projects simultaneously.
Fluency in English and Arabic , (written and spoken) is mandatory.
Proficiency in Turkish or Kurdish is highly desirable
Excellent project management, negotiation, and coordination skills.
Strong interpersonal and communication skills with the ability to engage with external stakeholders and experts.
Desirable:
Familiarity with international donor requirements (e.g., UN agencies, EU, USAID, GIZ).
Experience managing remote teams and consultants.
