1. Introduction

Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization providing medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare

MSF Syria Mission invites qualified and reputable companies to submit their best offers for the provision of vehicle rental services as per the details below

2. Scope of Work

 The bidder is requested to provide quotations for the rental of the following vehicles, including all required services, for a duration of one (1) month 2022 to the present

Lot 1 – VAN (Hyundai H-100 – 12 Seaters  including Driver) 

Monthly usage: 3,000 kilometers

Routes: From Damascus to any area as required by MSF

1 English-speaking driver (required)

• Fuel included

Full vehicle maintenance included

Full insurance included

Operating schedule:

 5working days (Sunday to Thursday)

09:00 to 18:00

Lot 2 – Jeep-Type Vehicle (5 Seaters including Driver)

Monthly usage: 2,500 kilometers

Routes: From Damascus to any area as required by MSF

2 English-speaking drivers (required)

Fuel included

Full vehicle maintenance included

Full insurance included

Operating schedule:

 7working days (Sunday to Saturday)

08:00 to 24:00 (2 shifts)

Lot 3 – VAN (Hyundai H-100 – 12 Seaters including Driver)

Monthly usage: 2,500 kilometers

Routes: From Damascus to any area as required by MSF

2 English-speaking drivers (required)

Fuel included

Full vehicle maintenance included

Full insurance included

Operating schedule:

 7working days (Sunday to Saturday)

08:00 to 24:00 (2 shifts)

3. Quotation Requirements

All submitted quotations must include:

Monthly rental cost per vehicle (all-inclusive)

Cost per additional kilometer (if any)

Overtime or out-of-hours charges (if applicable)

Payment terms

Replacement policy in case of breakdown

Vehicle make, model, and year of manufacture

Copy of driver licenses and language proficiency proof

Company registration and tax documents

Proof of insurance coverage

4. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

Compliance with requirements

Price competitiveness

Vehicle condition and year

Experience with NGOs or international organizations

Delivery lead time

References and past performance
