For the Signature of Framework Agreements for the Supply of Consumables & general items – Médecins Sans Frontières – France

1. General Background

Médecins Sans Frontières – France (MSFF), an international medical humanitarian organization, is currently operating in Damascus /Syria . To support its operations, MSF-F is seeking to sign framework agreements with qualified suppliers for the regular supply of consumables over a six months  period.

2. Purpose of the Call

The objective of this call for expression of interest is to identify reliable and experienced suppliers who can provide the following categories of consumables under a non-exclusive framework agreement:

Hygiene products: soap, bleach, disinfectants, toilet paper, etc.

Office supplies: A4 paper, ink cartridges, pens, folders, etc.

General consumables: garbage bags, batteries, disposable dishes, etc.

Tea & Coffee Break : milk , tea, biscuit , sugar etc.……..

Framework agreements do not imply a fixed volume of orders but will serve as a contractual base for future purchase orders according to operational needs.

3. Eligibility Requirements

Interested suppliers must meet the following criteria:

Be legally registered in Syria

Demonstrate experience in supplying similar goods

Be capable of delivering within reasonable lead times

  Offer competitive pricing

    Provide official invoices compliant with local tax regulations

4. Submission Requirements

Interested suppliers should submit a complete application including the following documents:

Company profile (background, experience, business sectors)

Copy of business registration certificate

Tax identification number or fiscal registration

Product catalogue or indicative product list

General sales conditions (including delivery times and return policy)

References from other clients (NGOs, institutions, companies)

Contact details of a designated focal point

5. Submission Procedure

Interests must be submitted no later than 17/07/2025 at 12:00 P.M.

6. Selection Process

Submitted applications will be assessed based on the following criteria:

Technical and logistical capacity

Product quality and diversity

Pricing competitiveness

Delivery lead times

Reliability and references

Only pre-selected suppliers will be contacted for the next steps.
