Request For Proposals (RFP): Provision of Follow up Advanced Drug Rehabilitation Training Services Porject

The selected service provider will be responsible for designing and delivering a structured training program to build the capacity of 15 medical professionals and 30 social workers. This training will provide advanced skills and competencies to manage and treat complex drug addiction cases, aligning with international best practices and local requirements.

Training Modules:

The training should cover the following core areas:

Track 1: Advanced Addiction Psychiatry Training Program

  • Revisiting Addiction rehabilitation principal concepts
  • Advanced Addiction Rehabilitation Treatment
  • Acute Cases management
  • Clinical Decision-Making
  • Communication & Motivation
  • Case Management Tools & Documentation
  • Group Case Review

Track 2: Advanced CBT & Mindfulness Skills for Addiction Psychologists

  • CBT Core Skills for Addiction (e.g., thought records, neuroplasticity)
  • Virtual Therapy Adaptation
  • Train-the-Trainer (micro-teaching, resource development)
  • ACT & Mindfulness Integration
  • Peer teaching, feedback
  • Brain Rewiring
  • Treatment Plans and Group Therapy

Training Mode:
The training will be conducted online over two months, combining theoretical and practical modules to ensure comprehensive understanding and skill development.

The training will be in Arabic, and the service provider should suggest holding pre-meetings with the attendees, or preparatory workshops before the training begins.

The service provider is responsible for measuring the level of participants before and after training, and also for delivering them graduation certificates. The service provider is also responsible for delivering the final training report in English within a maximum period of one month after the training ends.

Target Participants:

The training program will cater to:

  • 15 Medical professionals (psychiatrists, psychologists, general practitioners, nurses, and MHPSS specialists).
  • 30 Social workers.

Service Provider Qualifications:

The training provider must demonstrate:

  • Proven experience in addiction treatment and rehabilitation training.
  • Expertise in medical education and continuous professional development, preferably through partnerships with academic institutions.
  • Work experience in Northeast Syria to ensure regional relevance.
  • Trainers with verified expertise in education and addiction rehabilitation, including physicians, psychiatrists, and qualified lecturers.
  • The service provider must design the training to be remote and in Arabic.

Evaluation Criteria (Submission Requirements):

Interested service providers are requested to submit the following:

  1. Technical Proposal (70 Points):
    1. Understanding of the Scope of Work: The proposal should show clarity in addressing the project's objectives and requirements. (15 Points)
    2. Quality and Comprehensiveness of the Training Curriculum: Thoroughness and relevance of the proposed training content. (20 Points)
      1. Experience and qualifications of the proposed trainers (15 Points).
      2. Relevance of past experience in addiction training in similar contexts (10 Points).
      3. Inclusion and diversity considerations, such as gender balance in training (10 Points).
  2. Financial Proposal (30 Points):
    1. The financial proposals shall be evaluated to determine whether they are complete and meet all submission and other requirements prescribed by the RFP. (10 Points).
    2. The detailed budget and narrative shall be evaluated to determine whether the proposed cost elements:
      1. are realistic for the work to be performed.
      2. reflect a clear understanding of the requirements.
      3. are consistent with the unique methods of performance and materials described in the Service Provider’s technical proposal. (20 Points)

Financial proposals shall be evaluated for completeness (in line with the submission requirements of this RFP), and for cost reasonableness and cost realism.
