. Background
Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization providing emergency aid in more than 70 countries. For its operations in Tartous, MSF Syria intends to contract a service provider for the rental of two vehicles with driver, to ensure the safe and timely transportation of staff and goods.
Scope of the Tender
MSF Syria is seeking rental services for two vehicles (1 Van and 1 Sedan), both including:
Driver
Fuel
Regular maintenance and repairs
MSF will not be responsible for any additional operational or maintenance costs. The provider must guarantee vehicles in good condition (model year 2015 or newer), with availability for both in-city and inter-city movements.

For external missions (e.g., Homs, Al-Nabk, Damascus, Lattakia, Coastal areas), the driver will stay with the MSF team. MSF will cover per diem and accommodation if overnight stay is required.
The first 1500 KM per month must be included in the rental cost. Additional kilometers beyond this threshold will be compensated based on an agreed per-KM rate.
The MSF Logistics Team Leader will monitor and validate all distance reports via vehicle logbooks.
Minimum Technical Requirements
Vehicle model year: 2015 or newer
Air conditioning, functioning safety belts, spare tire, and first-aid kit
Valid vehicle registration and insurance
Drivers with valid license, clean record, good knowledge of Tartous and surrounding regions
Proposal Content
The offer should include the following:
Company profile and registration documents
Copy of vehicle registration and insurance
Photos of proposed vehicles
CVs or IDs of assigned drivers
Monthly flat-rate cost per vehicle (including driver, fuel, maintenance, etc.)
Cost per additional kilometer beyond 1500 KM
Payment terms and validity of offer
Selection Criteria
Vehicle condition and model
Cost competitiveness
Driver experience and availability
Driver must speak and understand English.
