About the Project

The project supports 200 micro and small enterprises in Damascus, Rural Damascus, and Daraa through financial management improvement, business formalization, digital compliance, and enhanced readiness for finance and investment.

About the Assignment

Beacon Consulting & Development is seeking an experienced external consultant, advisory firm, or specialized service provider to provide technical advisory support on AI systems, digital compliance, and related technical solutions throughout the project's seven Work Packages.

The external advisor will complement the capacity of the internal project team and provide specialized technical input when required.

Key Responsibilities

• Provide specialized technical advice on AI-enabled financial and compliance solutions.
• Advise the project team on the design, implementation, and improvement of AI-related system modules.
• Review technical requirements and proposed digital solutions.
• Support coordination with technology/platform providers.
• Advise on system functionality, usability, data flows, and technical integration.
• Support the project in addressing technical challenges and identifying practical solutions.
• Provide input on digital compliance processes and tools.
• Review and advise on relevant technical documentation.
• Support quality assurance and testing of relevant digital solutions.
• Advise on data protection, access controls, and responsible use of AI-enabled solutions.
• Provide technical input across relevant Work Packages throughout the project period.
• Participate in technical meetings and provide recommendations when required.
• Support knowledge transfer and capacity building of relevant project staff.
• Provide periodic technical advice and inputs to project reporting and learning.

Required Qualifications & Experience

• Advanced experience in AI, digital transformation, fintech, compliance technology, or related fields.
• Demonstrated experience providing technical advisory services.
• Strong understanding of AI-enabled systems and digital platforms.
• Experience with financial management, compliance, accounting, or SME digital solutions is highly desirable.
• Strong analytical and problem-solving skills.
• Ability to translate technical issues into practical recommendations for non-technical teams.
• Experience working with technology vendors or software development teams.
• Knowledge of data protection, cybersecurity, and responsible AI principles is an advantage.
• Excellent communication and documentation skills.
• Previous experience in development projects or donor-funded programmes is an advantage.
• Fluency in English is required; Arabic is an advantage.

Application 

Interested consultants/firms/service providers must submit two separate proposals:

1. Technical Proposal 

Including the proposed approach, methodology, level of effort, availability, relevant experience, proposed team, and technical support approach.

2. Financial Proposal 

A separate proposal indicating the proposed monthly retainer fee, as well as the total cost for the 24-month engagement.
