تدعو منظمة أطباء بلا حدود فرنسا السادة المقاولين للمشاركة في مناقصة ترميم  وحدة الحروق في مشفى دير الزور الوطني حسب الاتي :

الموعد النهائي لإرسال الملفات وتسليم المغلفات هو يوم الخميس بتاريخ 06تموز 2025 – الساعة الثانية عشر ظهرا.

- يتم ارسال نسخة من جميع الملفات بعد استكمالها من قبل المقاول وختمها وتوقيعها وتسلم ضمن المغلفات المغلقة والمختومة في مكاتب أطباء بلا حدود – فرنسا وفق ما يلي:

Ø مغلف رئيسي مغلف يحتوي بداخله على ثلاث مغلفات منفصلة (الأول يحتوي على العرض المالي الخاص بالمقاول والثاني يحتوي على العرض الفني والثالث يحتوي على المستندات الإدارية بالاضافة الى (سجل تجاري ساري(صادرة من وزارة الاقتصاد والتجارة او صادرة من حكومة الانقاذ ) - شهادة تصنيف مقاول سارية  ).

Ø يتم تسليم المغلفات وفق التاريخ المذكور أعلاه ضمن مكتب منظمة أطباء بلا حدود كما يلي:

مكتب أطباء بلا حدود – فرنسا في مدينة دمشق : – مركز المحافظة – برج الفردوس – الطابق الأول – مكتب المشتريات والتوريد.

- يطلب من جميع المقاولين المتقدمين للمناقصة زيارة مواقع العمل للاطلاع على الواقع الحالي للمبنى في وحدة الحروق في مشفى دير الزور الوطني في مدينة دير الزور.

- سيكون فريق أطباء بلا حدود متاحا لعقد جلسة تعريفية بالمشروع واستقبال والرد على جميع الأسئلة والاستفسارات الخاصة بالمشروع يوم الأربعاء 29 حزيران 2025 وذلك في الساعة الثانية عشر ظهرا في مكتب الفريق اللوجستي ضمن مكتب دمشق والمحدد أعلاه.

- يطلب من جميع المقاولين تعبئة جميع الملفات التي تمت مشاركتها معهم وطباعتها وختم وتوقيع جميع الصفحات الموجودة ضمن كل ملف باللغتين العربية والإنكليزية وفي حال وجود اختلاف في المعلومات المقدمة من المقاول بين النسختين سوف يتم اعتماد النسخة الإنكليزية حصرا.

 Médecins Sans Frontières – France invites eligible contractors to participate in the tender for the rehabilitation of the Burn Unit at Deir ez-Zor National Hospital, as outlined below:

Deadline for submission of files and delivery of envelopes: Thursday, 06 July 2025 at 12:00 PM.

A complete, stamped, and signed copy of all required documents must be submitted by the contractor in sealed and stamped envelopes to the offices of Médecins Sans Frontières – France as follows:

The main envelope must contain three separate and clearly labeled inner envelopes: the first containing the contractor’s financial offer, the second containing the technical offer, and the third including the administrative documents, which consist of a valid commercial registration (issued by the Ministry of Economy and Trade or the Salvation Government) and a valid contractor classification certificate.

The envelopes must be delivered by the deadline to the following address:

All bidding contractors are required to visit the project site to assess the current condition of the building in the Burn Unit at Deir ez-Zor National Hospital, located in Deir ez-Zor city.

The MSF team will be available to conduct a project briefing and respond to all questions and inquiries regarding the project on Wednesday, 29 June 2025 at 12:00 PM, at the logistics team’s office at the MSF Damascus Office (as mentioned above).

All contractors must complete the shared documents, print them, and stamp and sign every page in both Arabic and English. In the event of any discrepancy between the Arabic and English versions submitted, the English version shall be considered binding.
