The primary objective of this consultancy is to review, design and develop SARC’s Anti-Fraud & Corruption Prevention Policy and Assets Management Policy.

These policies will strengthen SARC’s ability and commitment to integrity, transparency and accountability in its operations and programs.

The policies should reflect the internal context of SARC as well as the international practices and practices known and used.

Eligibility requirement

It is not permitted that invited tenderers appear in more than one proposal related to each Topic:

  • Annex 1 – A - Anti-Fraud & Corruption Prevention Policy
  • Annex 1 – B - Fixed Assets Management Policy

Deliverables:

  • Establishing clear and scientific definitions of Fraud, Corruption, Bribery and abuse of power.
  • Identify best and most efficient preventive measures, detection mechanisms and responses protocols.
  • Promote compliance culture with national and international laws, requirements and standards.
  • Streamline reporting mechanisms and procedures including raising of any potential fraudulent act of misconduct.
  • Establish a whistleblowing mechanism by identifying the reporting lines as well the roles and responsibilities of management, staff & volunteers.
  • Develop a standardized policy and procedures manual/policy for fixed assets management.
  • Define clearly the roles and responsibilities for assets management and oversight.
  • Integration of assets management policies and mechanisms within existing financial and logistics systems.
  • Providing tools and templates for assets management, registering, tracking and reporting.

Essential Qualifications:

  • Proven experience in developing policies and procedures for RCRC movement or non-profit organizations (anti-fraud policies and procedures and fixed assets policies for non-profit organizations are an advantage)
  • Experience in assets management incorporated within ERP systems is an asset.
  • Knowledge of developing policies according to international donor compliance standards (ex: IFRC, ICRC, EU, ... etc)
  • Strong understanding of assessments and internal control frameworks.
  • Excellent knowledge of relevant regulatory frameworks.
  • Strong analytical and writing skills.
  • Experience in conducting training courses and capacity buildings.
  • Familiarity with the humanitarian sector is an asset.

One Bidder can only send one offer for each ToR.

Tender documents containing invitation to tender, instructions to bidders, terms of reference, general & special conditions of the contract etc. for development of Anti-Fraud & corruption prevention and Assets Management Policies can be requested electronically from Yeghig.boyajian@redcross.no until 28th of October 2025.

Technical and Financial offers, complete in all respects, should be received electronically and separately as per the instructions in the RFP Document by 30th of October 2025, 16:00Hr Beirut Time. Late submission will not be considered.
