تلقّت منظمة COOPI – التعاون الدولي عدة منح لتنفيذ مشاريع في سوريا، وتعتزم استخدام جزء من هذه المنح لتغطية المدفوعات بموجب هذا العقد. لا يحق لأي طرف غير منظمة التعاون الدولي (Cooperazione Internazionale) اكتساب أي حقوق من المنحة أو المطالبة بعائداتها. لا تنظر الجهة المانحة تحت أي ظرف من الظروف أو لأي سبب كان في أي طلب تعويض أو دفع يُقدَّم مباشرةً من متعاقدي المنظمة الإنسانية.

3. الجهة المتعاقدة
COOPI – التعاون الدولي منظمة إنسانية مستقلة غير ربحية، تأسست في ميلانو، إيطاليا عام 1965. تنفّذ المنظمة برامج طوارئ وإعادة تأهيل وتنمية طويلة الأمد تهدف إلى الحد من الفقر ودعم الفئات الضعيفة من السكان.

4. وصف العقد
تطلق منظمة COOPI – التعاون الدولي مناقصة لإعادة تأهيل المدارس في ريف دمشق وحماة وتوريد أثاث مدرسي وصيانة أثاث المدارس، وتشمل:
• الأعمال المدنية: إنشاء/صيانة منحدرات لتيسير الوصول، وإصلاح الأبواب والنوافذ، وتلييس الجدران، والدهان.
• الأعمال الصحية والسباكة: تركيب مراحيض ومغاسل، وتجهيز خزانات المياه، والصمامات، وإصلاح الصرف الصحي.
• الأنظمة الكهربائية والطاقة الشمسية: تحديث الإنارة بمصابيح LED، والتمديدات الكهربائية، وعلب التوزيع، وتركيب الألواح الشمسية.
• الأثاث والتجهيزات المدرسية: توريد وصيانة مقاعد الطلاب، وخزائن التخزين، وسلال النفايات، وطفايات الحريق، والطابعات، والمعدات الرياضية.

5. بنود الاستبعاد
تستبعد الجهة المتعاقدة من المشاركة في إجراءات المناقصة المرشحين أو مقدمي العروض الذين تنطبق عليهم أي من الحالات التالية:
أ) إذا كانوا في حالة إفلاس أو تصفية، أو تُدار شؤونهم من قبل المحاكم، أو أبرموا اتفاقاً مع الدائنين، أو أوقفوا أنشطتهم التجارية، أو كانوا موضع إجراءات قضائية بخصوص هذه الأمور؛
ب) إذا صدر بحقهم حكم مكتسب لقوة القضية المقضية بإدانتهم في جريمة تتعلق بسلوكهم المهني؛
ج) إذا ثبتت إدانتهم بسوء سلوك مهني جسيم بأي وسيلة تستطيع الجهة المتعاقدة إثباتها؛
د) إذا لم يفوا بالتزاماتهم المتعلقة بدفع اشتراكات الضمان الاجتماعي أو الضرائب، وفقاً للأحكام القانونية في بلد تأسيسهم، أو في بلد الجهة المتعاقدة، أو في بلد تنفيذ العقد؛
هـ) إذا صدر بحقهم حكم مكتسب لقوة القضية المقضية بتهمة الاحتيال أو الفساد أو الانتماء لتنظيم إجرامي أو أي نشاط غير قانوني آخر؛
و) إذا سبق أن أُعلن، عقب إجراء شراء آخر أو إجراء منح آخر، أنهم في حالة إخلال جسيم بالعقد بسبب عدم الوفاء بالتزاماتهم التعاقدية.
يجب على المرشحين أو مقدمي العروض أن يثبتوا بأي وسيلة مناسبة أنهم ليسوا في أي من الحالات المذكورة أعلاه.

6. مدة التنفيذ
شهران من تاريخ توقيع العقد.

7. معايير الاختيار والترسية
لن تختار لجنة المناقصة العرض بناءً على أقل سعر فقط بالضرورة، بل سترسي العقد وفقاً لمبدأ القيمة مقابل المال، والسعر، والجودة، والالتزام بالمعايير الدولية، وتاريخ بدء تقديم الخدمات. كما ستُعتمد خبرة مقدم العرض في تنفيذ عقود مماثلة كأحد معايير الاختيار.

8. كيفية الحصول على ملف المناقصة
ملف المناقصة متاح في مكتب COOPI في دمشق - العنوان أدناه - أو عبر البريد الإلكتروني procurement.syria@coopi.org
يجب تقديم مستندات المناقصة باستخدام النماذج الموحدة المرفقة في ملف المناقصة وملحقاته، مع الالتزام الصارم بالشكل والتعليمات المحددة فيها.

9. الموعد النهائي لتقديم العروض
فتح المناقصة بتاريخ 12/آب/26. يجب تقديم مستندات المناقصة كنسخة ورقية بحلول 13/أيلول/2026، الساعة 13:00، في مكتب COOPI بدمشق - سوريا - أبو رمانة - شارع شكيب أرسلان - مقابل البوابة الرئيسية لجامع الحسن - المبنى رقم 11 - الطابق الثاني - مكتب المشتريات. لن يُنظر في أي عرض يُستلم بعد هذا الموعد. كما لن يُنظر في أي مستند يُستلم إلكترونياً أو كنسخة إلكترونية (سوفت كوبي). يمكن طرح أسئلة حول طلب المناقصة على الرقم 0969330019

Exclusion ClausesThe contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases: a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, b)They have been convicted of an offence concerning their professional conduct by a judgement that has the force of res judicata; c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify; d)They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;e)They have been the subject of a judgement that has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity; f) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.
